Lafleur INTEROFFICE/ LAKE CHARLES DATE SUBJECT ^ April 29, 1974 Air Sampling for VCM During the Purging of Pantasote's VCM Barge April 8 and 9, 1974 At the request of Pantasote and Chotin Transportation, Lake Charles was asked to purge their VCM barge Chotin 2090X. Our only concern in doing the job was atmospheric VCM content. The laboratory was asked to set up a continuous carbon adsorption sampler and collect spot samples during the initial blowdown period. All samples were collected downwind of the VCM sphere and stack. The attached lab sheet shows the results. The barge, as received, contained approximately 18 tons of VCM vapors based on barge tank temperature and pressure. Blowdown was started at 0840 and spot samples caught throughout the blow*down until completion at 1230. Initial pressure on the barge tanks were 20 and 27 psig respectively. Initial blowdown rate was estimated to be 5 - 10 tons/hr. for the first hour. This rate was reduced to 4 tons/hour or less when one sample indicated 120 ppm. This sample was caught during gusting wind conditions (20 - 25 mph) creating excessive turbulence. The first nitrogen pressurization was begun at 1330. Blowdown of this purge was begun at 1600 and samples taken at 1630 indicated no VCM. This was as expected, since vapor space of the barge should have been less than 25% VCM. The continuous sample was removed after six hours and indicated 0.75 ppm. The strong wind condition was definitely in our favor for this operation. This testing does indicate that the time weighted exposure can be controlled if time and wind conditions permit. Purging was completed the next day and the barge released to the shipyard. The VCM heel loss due to this purging should definitely be for Pantasote's account since it belongs to them. It is hoped that they will not be given credit for it as they were the last time the barge was purged.
