The IM retains the BLM Mitigation Manual and Handbook but with additional direction to align these documents with the Administration's priorities and the Secretarial Order. The IM is intended to provide direction for the BLM's mitigation program until a revised Manual and Handbook can be issued. Below is a proposed process and timeline for completing a revision of the Manual and Handbook should the Department and the Acting Director decide to pursue this option. The Process -- A Team, including no more than 1 member from the National Mitigation Team for each State Office, 2 members from WO-300, 1 member from WO-400, and an attorney from SOL, and led by the National Mitigation Coordinator, would be tasked with drafting a revised Mitigation Manual and Handbook, reviewing and responding to comments, and producing a final draft Manual and Handbook. The timeline below would start when the Team has received direction to begin the process. 12-16 weeks -- Mitigation Policy Revision Team (Team) drafts revised Mitigation Manual and Handbook 6 weeks -- internal review of draft Manual and Handbook (3 weeks for review, 3 weeks for Team to address comments 3 weeks -- SOL review of revised draft (2 weeks for review, 1 week for Team to address comments) 4 weeks -- move through WO for issuance through an IM. Your input on the draft IM and proposed process are welcomed. Please send your input, if any, to me or Deblyn Mead (dmead@blm.gov) by COB June 28. Again, the State Mitigation Leads are also being provided with an opportunity for review and input. Deblyn will be gathering all of the language in the handbook and manual pertaining to compensatory mitigation, which will assist in identifying portions to highlight for potential changes. When she has completed that work (expected this week), I'll share it with you all as well as what we have heard back from the field in response to our draft IM. The State Mitigation Leads have also identified areas where direction could be clarified for mitigation overall, and addressing these needs could be a part of the manual and handbook revision effort. At our last discussion we also and talked about if you all have ideas of propose changes to include that info. in the side-by-side. That being said, I was under the impression that you all would have the side-by-side to us so we can discuss and determine how best to proceed with the manual and handbook (retain with modification, refine, etc.).
