PROCEDURE BULLETIN-t EXAS CITY PLANT USE AND CONTROL OF POTABLE WATER P-mn? . I. PURPOSE The purpose of this procedure bulletin is to establish a procedure for the distribution and use of potable water in the plant. II. SCOPE This procedure applies to all users of plant potable water. It also defines the responsibilities and. the .relationships of the users. Utilities, Loss Prevention Section and Engineering Services Department in carrying out a----procedure to insure that a good quality, potable water is available for plant sanitary uses. III. RESPONSIBILITY A. Utilities Department It is the responsibility of Utilities to produce and deliver a potable water that meets all requirements of the applicable State and Federal health regulations. Specifically, these laws are: 1. "Drinking Water Stds. - 1962", Public Health Service Publication . No. 956, HEW. 2. EPA Drinking Water Standards, 40CFR141, 8/80. 3. Rules and Regulations of OSHA - 1910.141. 4. Handbook of Sanitation - Vessel Watering Points for Interstate Carriers. 5. Applicable Standards of Texas State Department of Health, Water Supply Program. , Utilities is responsible for the distribution piping up to the battery limits of the using department or, up to and including, the first block valve off the header. Utilities is also responsible for the integrity of the system and to maintain it free from contamination and crossconnection to any other piping system. B. Loss Prevention Section Loss Prevention Department has the responsibility to monitor the potable water system for possible bacteriological contamination. Engineering Services - Design Section The Engineering Services Department has the responsibility to review all plans and specifications for new construction for compliance with this procedure and applicable potable water standards. Special atten tion shall be given to materials of construction to avoid iron contamina tion problems from the distribution piping. D. Users All users of potable water have a responsibility to comply with the requirements of this procedure. Users primary responsibilities are to: 1. Use potable water for sanitary purposes only. 2. Maintain their in-battery distribution piping free frprn contamination and cross-connection to any other piping system. Using departments are responsible for their potable water piping from the header block valve or from their battery limit if no block valve exists. IV. PROCEDURE . A. General It is a policy of the Texas City plant to provide a potable water that ` meets all standards of a public water supply. Potable water is-supplied from the water treating plant by treating Brazos River water. Potable water is distributed to virtually all areas of the plant for use' by employees for sanitary and culinary purposes. Potable water shall be piped to sanitary and culinary facilities only. Sanitary.and culinary facilities are defined as those which involve the use of water that could affect the health or hygiene of personnel. Typically, these would be sinks, lavatories, urinals, water closets, safety showers, eye baths, drinking fountains, etc. Potable water may be used occasionally for non-sanitary purposes pro viding: (1) no other suitable source of water is available, (2) the use is. temporary, (3) an air break is maintained at all times, and (4) the prior approval of the Loss Prevention Section is obtained. Blanket approval may be granted to certain departments to perform certain routine operations without specific approval in each instance. A request for such a waiver of the routine procedure should be made by memorandum to the Loss Prevention Superintendent and the Utilities Superintendent. New or used utility hoses should not be used to transport potable water because of the possibility of harmful contaminations. The base color shall be green and the stripe blue. There shall be no cross-connection to any other piping system. B. Control In order to insure that safe potable water is available at all times, certain control and monitoring procedures shall be followed. The Utilities Department shall check the potable water distribution system at least once per week for the existence of an acceptable free chlorine residual. Records are to be kept in the Utility Department.. A The Utility Department shall gather and submit five different water samples once per montn to the Galveston County Health Department Laboratory for analysis for possible bacteriological contamination. This is a requirement of the law. The results of-these analyses will be examined by LPS and then forwarded to the Utilities Superintendent. The Utilities Superintendent will maintain these bacteriological sam ple results on file to provide at least a 12-month history. The Utilities Department shall conduct a complete inspection of the distribution system once per year to insure that no illegal crossconnections exist. Similarly, Loss Prevention will check the offices, locker buildings, and shops area for cross-connections and proper identification of piping. The user departments will also check their battery limit piping for compliance with this procedure. C. New Construction The Engineering Services Department shall check all plans and speci fications for new construction for compliance with this procedure and applicable engineering standards. Materials of construction for new potable water piping shall be se lected to avoid iron contamination. New piping must be flushed and checked for contamination before being placed in service. Appropriate decontamination steps should be carried out. Utilities will provide a decontamination procedure upon request. The Utilities Superintendent and the appropriate Engineering Super intendent must approve any new, permanent connection to the potable water distribution system.
