Payment is for services provided the Vinyl Chloride Program Panel as requested (Re: November 28, 1979, Record of Meeting). The work performed constitutes the feasibility phase of a proposal for an update of a vinyl chloride epidem iology study (attached). Twenty companies are supporting this feasibility and subsequent full epidemiology study. For the past several months, CMA has been involved in con tract negotiations with EHA to undertake the full epidemiology study. To date we have not been able to write a contract that will meet both parties' requirements. CMA has requested that the Panel- reassess the situation before any further effort is made. Cost reimbursement for the completed feasibility study is included in the payment schedule that is part of the draft contract. The original intent was to negotiate one contract for both the feasibility and epidemiology studies. The vinyl Chloride Program Panel has committed $303,000 for these two studies (EHA cost to complete, $20,000; CMA administration, $35,000; and contingency, $48,000), of which $134,205 has been collected by CMA. Since negotiations are stalemated and it is unclear if we will reach an agreement, I wish to reimburse EHA for that portion of the work already performed. The Panel Chairman, Dr. Ted Torkelson, is also urging CMA to make payment as soon as possi ble. Authorized for Payment: Gary C. Herrman Date December 4, 1981 TO: Vinyl Chloride Program Panel SUBJECT: Up-date of Epidemiology Study The Vinyl Chloride Program Panel meeting scheduled for December 16, 1981 has been cancelled due to the unavaila bility of several key supporters of the epidemiology study. A new meeting date is tentatively set for January 20, 1982. In the interim I would appreciate a reaction (by phone or memorandum) to the present situation. There is also a new proposal to be considered that would split the present study into two parts corresponding to Phase X and Phase II of the present EHA study proposal. A separate contract agreement would be drawn up for each phase. The work product at the end of the first study would include: 1) updated study tapes, and 2) hard-copy summary of data on the tapes and an indication of the completeness of records. EHA would then develop a proto col for the second study and submit a bid for completion.
