Ross Assistant Administrator Please find attached for your review and approval two waivers associated with the National Waiver on Stainless Steel Nuts and Bolts Used in Pipe Couplings, Restraints. Joints, Flanges, and Saddles. The first waiver is the renewal of the one-year extension of fee short-term national waiver which expired February 18, 2018. This renewal echoes previous one-year extensions for the National Waiver on Stainless Steel Nuts and Bolts and provides EPA's rationale for continuing to extend the waiver, including EPA responses to the public comments. Previous renewals occurred on February' 22, 2016 and January 18, 2017. The second waiver is a temporary eight-week emergency continuation of the current short-term national waiver to allow SRF fund recipients the ability to proceed with purchasing certain products that contain non-domestic stainless steel nuts and bolts without significant project interruption or delays. Upon review of public comments on EPA's market research findings, which were received through January 31,2018, there is general concern that a lapse in the waiver will impact project timelines due to the limited supply and availability of AlS-compliani products to meet project needs across the U.S. With this temporary extension, we will revise the expiration date for the renewal to April 16, 2018.
