The Keystone Local Review Committee completed their report and that report was mailed to you. If you want more copies of the report, which is a part of the application, we have an ample supply. Local units of government have adopted resolutions in opposition to the project and the RASH group remains active in their opposition. Although disappointing, their efforts track fairly closely activities at other proposed facilities and should be expected from concerned citizens'. . A certain amount of misinformation has been noticed, such as "the world's largest incinerator," "undocumented data," comparison to the El Dorado, Arkansas unit, "burning of unknown types of wastes," etc. The Texas Water Commission's review of the permit will thoroughly evaluate air emission data, operating procedures, safeguards, controls, etc., and we have no exposure in any technical area since the processes and equipment exceed normal requirements. We will continue to work with the agencies to provide any additional information they require. The permit application was delivered to TWC on November 25, 1986. We received their first letter relative to administrative completeness on January 16, 1987, and our complete response is due in their office no later than February 15, 1967. That response will be completed within the 30 day time period. When TWC determines the application to be administratively complete, we will make copies available for public review. The following updated schedule is based on the most recent information to TWC and our best evaluation of those "loose" areas. We are containing our efforts to secure more local industry commitments and will hold that reserve we had previously committed for later Texas City industries. If we can secure additional users from the local area, their usage would come out of the present 18 percent "open" category - not the 15 percent Texas City industry reserve.
