Section I - INTRODUCTION
PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Uma Lad and Kerri McCabe arrived at the ArklaTx Operating Company, Inc. / Owenwood Snyder Tank Battery & Snyder Lease Tank Battery, located off Ouachita Road 68 at 33.370980, -92.647258, at 2:00 PM on 12/03/2025 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection on the ArklaTx Operating Company, Inc. / Owenwood Snyder Tank Battery & Snyder Lease Tank Battery, which consists of 12 storage tanks, with five (5) storage tanks that appear to be not in use or out of service.
Section II - OBSERVATIONS
I observed the facility, associated signage, all storage tanks and secondary containment; see Appendix 1 (Photograph Log), Photo No. 1 through No. 4 and Photo No. 7. For additional GPS location and photo metadata, see Appendix 1.
I observed five (5) storage tanks that appeared to be not in use or out of service, see Photo No. 5 and No. 6.
I observed loose oil under piping inside secondary containment, see Photo No. 8.
I observed gaps under one (1) storage tank, see Photo No. 9
Section III - AREAS OF CONCERN
No closing conference was held due to no ArklaTx Operating Company, Inc. staff present during the inspection. Areas of concern at the time of the inspection include:
Tanks that appear "out of service" or "not in use." If ArklaTx Operating Company, Inc. is attempting to permanently close the tanks, then 40 CFR 112.2 of the Spill Prevention Control and Countermeasure (SPCC) rule requires that: o "(1) all liquid and sludge has been removed from each container and connecting line; and o (2) all connecting lines and piping have been disconnected from the container and blanked off, all valves (except ventilation valves) have been closed and locked, and o (3) conspicuous signs have been posted on each container stating that it is a permanently closed container and noting the date of closure."
