2. Data Transmittal: Low' inventory of "acceptable" cars results in pumping before receiving T.C. data sheets.
Data mailed on 7/3/68 of cars loaded on 6/27 6/30 did not arrive until 7/9/60.
Data on cars loaded on 7/4 - 7/7 sent out 7/9 by mail (Air Mail ?).
Action
Because of tight inventory situation, Tom will expedite data transmittal -- send out daily. Return to normal frequency on 7/23.
3. Basic VCM/Black Specks
Action
Problem encountered with high basicity and black specks, as sampled and tested at Springfield do not show up at Texas City where each car is also sampled for appearance and dilatometer rate.
Tom suspects that sampling technique may be the culprit.
Check Springfield sampling system.
4. General Performance:

All Springfield processes have been upset during the last two months.
In Paste plant,*we have been able to partial!ly circumvent the problem (batch stability) by running non-Std. conditions.

4 . General Performance (cont'd.):
When Paste plant used Non-Monsanto VCM from 5/28 to 6/25, we had no problem with Std. Process; on returning to Monsanto VCM, we again encountered trouble and are now using a non-Std. operation to again partially circumvent the troubles.
We started using "new" VCM (after dryer change) about 6 days ago. Should be possible by end of week to tell if any changes are showing up. Probably take an additional week to confirm.
During the worst period of trouble here at Springfield (early May), we noticed a heavy build-up of gray-resinous material in our VCM filters and K.O. tanks. Sample of this material was taken.
Action
Send sample to Tom for analysis (Aluminum ?).
Tom noted that there has been no indications of problems (with the eval. gauges available) during the last few months. There was some sporadic problem (high boilers) in February, but nothing recently.
