May 7, 1997 MEMORANDUM OF SERVICES Our services to the Chemstar Vinyl Chloride Panel in the first quarter of 1997 included the following. We spoke with Bob Venezia concerning his imminent departure and follow-up on the matters he had been handling. We spoke with Christine Tripp concerning an upcoming presentation by Charles Auer. We reviewed an Environment Canada benefits analysis and comments provided by the Center for Emissions Control, with a view to advising as to whether the Vinyl Chloride Panel should submit similar comments on the benefits analysis for vinyl chloride. We reviewed the Memorandum of Understanding (MOU) with the Agency for Toxic Substances and Disease Registry (ATSDR), along with the most recent study plan submitted by Bob Venezia, and spoke with Has Shah about the deadline for upcoming progress reports. Thereafter, we prepared a letter to Shah describing discrepancies in the revised study plan as submitted by Venezia. We spoke with Shah to follow up on the need to revise the study plan and as to the submission of the required progress reports. On January 15, we met with Has Shah to review outstanding projects and discuss how matters left by Venezia would be handled. We spoke with Bill Cibulas of ATSDR concerning the Swenberg study and the fact that it would not be an add-on to the reproductive and developmental study. 92654 CMA 118931 At Has Shah's request, we prepared a comment to ATSDR on the last Toxicological Profile for vinyl chloride concerning the location and ownership of production facilities and the quantities of vinyl chloride likely to be stored on the site. In this connection, we reviewed the way other Toxicological Profiles addressed storage of toxic substances. On February 18, we participated in a Vinyl Chloride Panel Health Committee conference call. We spoke with Bill Cibulas to advise him that progress reports would be submitted by April 21, at which time a revision to the study plan would also be submitted. We spoke with Peter De La Cruz, a lawyer for the Vinyl Institute, as to coordination of activities involving ethylene dichloride and vinyl chloride.
