C MINUTES OF MEETING - PLASTICS COMMITTEE Manhattan Club, New York City, October 22, 1952 PRESENT: Mr. M. 0. Milliken Mr. H. S. Bunn Mr. R. s. Firestone Mr. J. C. Richards, Jr. Mr. Dan M. Rugg Mr. J. P. Coe Mr. F. H. Carman The meeting was called to order at 1:40 P.M. with Mr. Milllken in the Chair. OYSTER HARBORS CONFERENCE The total charges for the 1952 Conference, allocated to 84 member representatives, amounted to $5*793*74, as compared with 1951 total charges of $5*397*49 allocated to 94 representatives. All partici pating members have been billed and most of the payments have been received by the MCA Treasurer. RESOLUTION OF SYMPATHY A draft of a resolution of sympathy on the death of Mr. Abblati was read, and after slight revision was approved. It was the sense of the Committee that this should be hand lettered with illuminated capitals on parchment paper and set up in a black leather case to be signed by all members who attend the meeting on November 24. The group suggested that one or more representatives of the Association make a special trip to present this to Mrs. Abbiati. TARIFF COMMISSION REPORT The Committee was advised of the present system of the Tariff Com mission In collecting monthly statistics on production, sales, and stocks on hand for the various plastics and synthetic resin materials. They are currently reporting only production and sales. Following dis cussion, It was the consensus of the group that a report of stocks on hand for which they are already collecting figures would be useful in formation for the industry and if approved by most of the interested members that a request be forwarded to the Tariff Commission recommend ing publication of such stocks on hand figures as are now available. It is understood the MCA office will take this matter up with other in dustry members for approval before requesting this work of the Tariff Commission. % CMA078150 Plastics Committee Meeting October 22, 1952 Page 2 PALEY COMMISSION Members were advised of the pending general conference on resources to consider the Paley Commission recommendations and similar matters. It was the sense of the group that the Association take whatever steps are necessary to see that representatives of the plastics materials manufacturers are adequately represented on any panels set up and per tinent to the chemical industry. TECHNICAL DATA BOOK The Committee unanimously approved the distribution of a copy of the 1952 edition to each Executive Contact to the Association, advising him of this activity on the part of members interested in plastic materials and the method of financing same. The Committee approved the suggestion that surplus copies of the 1948 edition be donated to various vocation high schools interested In plastic materials as a public relations activity to be headed up by the technical committee representatives. It is understood that such distribution to colleges and more advanced trade schools might not be appropriate since the new edition is now available. NPA PERSONNEL Members were advised that Mr. Tokarz, now deputy to Dr. Kilgore In the NPA Chemical Division, will be leaving his post about December 1 and that need for a replacement is still not clarified. Following dis cussion, it was the sense of the group that they be advised immediately if a replacement is required and everything possible will be done to fill this WOC position. MISCELLANEOUS For the Committee, Mr. James L. Rodgers, Jr. has visited Relchhold Chemicals, Inc. regarding participation In Association activities, but no report is yet available. A contact with The Borden Co., Chemical Division, was not possible before this Committee meeting. Following discussion of Mr. Warren Kinsman's article on "Selling" carried In Chemical Engineering Progress, September, 1952, It was agreed reprints should be obtained for all member representatives if available. The Mid-Year Meeting of the Association is scheduled for November 25 with the Plastics Group dinner set up for Monday, November 2k. It was the sense of the Committee that Dr. Frederick should be given ample time for his report on the plastics industry in Germany and other as pects of his European trip. This is to be followed by a showing of the new Bakelite film. Although members were generally opposed to further extension of con trols, it was the sense of the Committee that definite action regarding extension of the Defense Production Act should be left to the Directors. NEXT MEETING The next meeting of the Committee will be scheduled for approximately 5:30 P.M. November 24 immediately prior to the Group meeting beginning at six-thirty.
