Armstrong VCM Cars Of the 87 Union Tank Car VCM cars we are replacing with new cars, we have received approval from both Union Tank Car Company and Pemex to ship 19 directly from Westlake to Pemex with loads of VCM. This will result in a savings to Conoco of about $225 per car, as we will not have to send them to Ponca City for degassing prior to release. PVC Containment Problems The Oklahoma City and Aberdeen PVC Plants have been experiencing containment problems primarily due to decreased demand for PVC by custo mers. Transportation has been working closely with Chemicals in a variety of ways to avoid a plant shut-down at either location. P. M. Elmore API Color Codes The API Central Committee on Highway Transportation has asked its members for a vote regarding the adoption of API color codes for premium unleaded gasoline and gasohol. After contact with Marketing, it has been determined that we will vote affirmatively. Deregulation The proposed "Motor Carrier Reform Act of 1980" (5.2245) passed the Senate on April 15 by a 70 to 20 vote. The bill has moved on to the House for its consideration. L. G. Hubbard Chemicals Meeting Jim Nokes and Larry Hubbard met with Chemicals SST personnel and Jim Hall, Manager of Biomedical and Environmental Affairs, on April 16 to discuss pending hazardous materials regulations and projects.
