Ai It was moved that minutes of the Special Meeting^ held in Clearwater, Florida, be amended as follows: a) paragraph 2 of page 9 of minutes of meeting of April 18th to be deleted; ' b) second sentence of paragraph 1 of page 8 of minutes of meeting of April 19th be deleted. Progress o- work cub-committees is briefly summarized hereunder: 1. Filtration of asbestcs-cemsnt-silica mixes - After a review of Mr. N'em*eth`s report,* it seems that a series of articles cn asbes tos should be released to various trade and technical publications so as to obtain more information. At present,it is difficult to evolve a proper test method. 2. Product Handling - A letter from J. Brazier of the Asbestos \ Fibre Importers Committee in England was tabled- This letter made particular reference to the acceptance of the merric system of weights and measures in relation to the packaging cf asbestos fibre. The matter was left with the sub-committee* as a subject to be kept in wind for future discussion, 3. Editorial Sub-Committee- The French translation of'the summary of the tests in the Manual of Testing Procedures is expected to be ^ finalic^d shortly after a review of comments from the various.com- * pany lac. technicians. * 4. Fibr~ Strength Unit - A review of the work of the sub-comaittae has been completed and a modified procedure has been submitted for consideration of the Technical Committee at its next meeting. 1 5. A.-S.T.w. - D-3G,Sub-Committee no. 3 - A tentative revised proce dure cf a colour test was tabled at the last meeting and is to be review-.-? at the next meeting of the sub-ccmmittee. u 6. Li.5. Stock Piles - A ietter concerning the specifications for magnetic content of asbestos fibres placed in U.S. stock piles was tabled. Tho matter is to be left with the A.T.I. for decision. .../3 V t i 7. Indian Standards Institution - A letter has been received from this Institution requesting authorization to incorporate certain procedures appearing in the Manual of Testing Procedures in devel oping tests for amphibeie asbestos. The reply from the General Manager should point out. that the test procedures appearing in the Manual are Rerely authoritative standard/testing procedures for chrysotile asbestos fibre and are not to be taken as formal stand ards accepted by the industry. / V *3 8. Miscellaneous - Froit a review of research papers on wood pulp r testing given by ftr. Winer of Ottawa, it can be concluded that the \ Sauer PIcNettMachine seems tc be the best unit. .UKirORPl CLASSIFICATION ANO CRAPING COWMITTET!: On behalf of the Chairmen it was reported that the meeting of the Committee originally scheduled for June the 3rd did not take place ^ because a quorum of members was not reached. The meeting was there fore re-scheduled for June the 26th next. . As a result there was no decision taken as to the method of re porting monthly shipments of various grade's of asbestos, as re quested by Mr. fflessel. An invitation fcias been received from Laurentian University, in Sud bury, Ontario, in connection with a course on "Microscope Methods of Particle Si2e Analysis to be held at the end of June. The ' Chairman would like to suggest that Mr. Cossette attend this course. Industrial relations comptittcc In the absence of Chairman of Committee, the meeting was informed that the terns of the J.fc. offer for a three year contract with . *the Syndicate had-been accepted by the General fleeting of the _ .../4 cc 4. Syndicate, provided that a security clause be added in connection <iith the possible termination of local manuracturir.q operatcns (C.P.D.) in 1572, and that oth2r negotiating companies in Thetfcrd PUnes would offer similar proposals to the respective unions. ` Transfer of Rine Rescue Equipment - It jsras agreed that the Secre tary cf Asbestos Corporation would see'that a deed of sale of the plot of land occupied by the ftine Rescue Station to the Department of Natural Resources of the Province,^without prejudice to the "mining rights" of ACL, be prepared and processed through Ptr. Louis Tanguay, Chief Inspector of the Department of Natural Resources. In addition, the President and Secretary are authorized to sign a resolution transferring the ownership of the Stine Rescue Station and Equipment to the Department of Natural Resources of the Province. A motion to this effect was approved by the Directors, following the submission to the meeting by counsel of a draft of proposed resolu tion wherein Q.A.M.A. cedes to the Department of Natural Resources its building (and equipment) erected upon the plot of land of As bestos Corporation. TRAFFIC COMMITTEE . . There has been no meeting of the Committee recently. The Chairman advised the meeting that new rates had been negotiated with the Scandinavian Conference involving a $3.00 increase per ton. It has been the custom on the Continent, with Asbestos-Cement manufactursrs located at a certain distance from ports, to impose an additional shipping charge as a result. In this connection, tran shipment from other ports (Hamburg, etc.) is being studied by supplying companies. PtfSLIC RELATIONS COWWITTEE The Chairman gave a resume of decisions taken by the Q.A.fl.A. Public Relations Committee at its meeting in Thetford nines, June 4, 1969. /5 cc 5. 1. Cendron Commission - Mr. filteau Kill circulate an additional questionnaire, outlining more explicit terns of reference, to mem bers of the Language Sub-Committee. The deadline to June 30th for submissions has been moved back to August 31st and a draft of the Association's brief will be submitted to Directors on an indivi dual basis. 2. "facts about Asbestos" Booklet - fir. Gossip was authorized to order 3,500 french and 3,500 English copies of the "facts about . Asbestos" booklet, of which English and french texts, photographs and design are approved. The booklet is to be made available to member-companies at a unit cost of 10^ per copy, payable'to Q. A.tt.A. and obtainable through its Montreal office. .3. Cost Reduction-Asbestos Producer - Authority to absorb increased distribution costs of the Producer by combining the July-August and Dacsoiber-January issues was granted. v 4, Readership Survey-Asbestos Producer - This summer it is planned to conduct a readership survey for the Producer in the Thetfcrd' Wines area and in Asbestos. Tour (4) topics concerning Legislation were briefly commented. 1. federal Budget - The recently proposed tax,measures affect per sonal and cooperation income surtaxes (extended for one more year at a rate of 2$) and capital cost allowances through deferral for two years on new commercial buildings. A new tax is to be levied on airline tickets and an expected budget surplus for the year 1ST69-70 is estimated'at $250 million after writing-off $125 million as the federal share of xpo*67 deficit. . 2. Tax Reform Proposals - The White Paper on tax reforms will not be tabled in the House of Commons until July instead of in June as originally anticipated. , % 3. Industrial Incentives Legislation - Such legislation is still -expected to be 'introduced in the House of Commons during the current session. , 4. Canadian Corporations with a Federal Charter - Public or private .companies having asset3 or gross income of more that $3,000,000. wil expected to ilivulge their financial statement. Legislation on Air Pollution - The Committee met on Ray 9th in Thetford Kines to study the second working document on Legislation on Air Pollution presented for our comments by the Deputy Minister of Health. / Several improvements were mads to the working document because of our first submission. There still regain, however, areas which we would like to see modification or deletion. The General Manager has reported cur recommendations in his letter of Ray 11 2th to the Deputy ffiinister, a copy of which was circulated to the Directors. The General ftanagar" had also a meeting with the sanitary engineering director at which time the question of further app.sal to the Civil Courts was discussed.. ' Environmental Control - Design - The Committee proposes that a sub committee be formed which will be composed of a representative from each company interested who is directly involved on the engineering design of environmental control measures. In the opinion cf the Committee, it would be good for the industry if there was a free ' exchange at the design level of all information concerning methods of dust control, design of environmental control equipment, air handling, etc. It is also proposed that the Dust Engineer for the Q.A.P1.A., fflr. i o --q--br"r of thic sub-ccmmittcc. The Chairmen of the Industrial Relations Committee concurs without recommendation. Committee as per resolution acc-pted at Jasper, on August 5tn, 1966, which stated that "such publicity should be finalized rt a joint meeting of the Scientific Committee with the Public Re lations Committee of the Association". Cautionary Labels - This natter was to be discussed by Legal Coun sel of various companies under the Chairmanship of the President of the Association. No meeting has been called so far in this respect; it would seem that companies are not in agreement. i NEW BUSINESS Pension Plan for Q.A.K.A. Staff - The Treasurer tabled a letter from William W. Piercer Limited concerning the up-grading of pen sions for u.A.m.A. personnel. The contents of this letter are as follows: * . Dear Wr. Robinson: RE: Up-oradino pensions . To confirm my telephone call on Tuesday, I set out hereunder, in as brief form as possible, a resume of the . suggestion I mad^ relative to improving pension benefits for Plessrs. Filteau and Pelnar, as you requested a few weeks ago. Subject to securing approval of the Quebec Pension Board .and -other relevant Authorities, which 1 think would bo forthcoming, my suggestion is simply that your By-Law No, 6 be further amended to provide that the formula spelled out in secti-on 5 thereof be in creased from of the employee's annual rate of pay to 2% of the employee's annual rate of pay.
