ncgKrrcund;
A significant number of asbestos containing components ore purchased from out-.ida suppliers. Many suppliers ere becoming lncro-es^r.fly alarmed at the changing 0DI1A rcfilatlana anJ have already expressed ar. lratillty to meet the proposed OSHA limit of 0.5 fibera/cc which 18 expected to pass by late 1977 or 1978. Suppliers who con comply predict ceierc prcolemi with any further restrictions. Di jcuacicr.s ere currently going or ir acri""ton to further restrict the limit to the lowest measurable IqyuI-estimated timing j'/Tt, 1983. The driviig foTec for these pjojeeted 05FA e*''-:/s tmr fr:n venou" studies which indicate tnat there is no "sofa" lalti of expo euro. If there further restrictions are enacted Into law a serious supply problem will occur at Ford.
*ft1on;
A comprehensive company work plan with timing has been developed by Staff organizations to asanas current asbestos usage end ts dutcrcino the abilities of the suppliers to comply with the proposed 0.5 fibcr/cc OShA regulation.
In order for Engine Engineering to comply with the above corpany plan, the following information must bo supplied to C. A. Schley, Engine Llealgn and Materials Engineering Department, by June 15, 1977.
. A eeuspleto part number listing including, suppliers or nil 1V7B roleased, new, proposed, and future model year advanced components contLining nsbectjs fibers in their make-up.
. lour estimated timing required to develop, teat, and release oubatltute materials for all asbestos applications.

The latest communication from Vehicle Material* Engineering assigns three areas of responsibility to Engine Engineering with completion dates of 5-15-77, 5-10-77, and 7-15-77 respectively. We do not know who in Engine Engineering committed to these dates and if anyone is answering the latest document or establishing Project Ordors. Complete DVS testing roquirreonts will prohibit the implementation of any short-lend aubst.tuticns
and thereby negating the 5-15 and 5-30 due dates; however, the approval of development programs for long-lead substitution (with earline introduction targoted) due 7-15-77 still needs arcs of responsibility direction.
Action Plan!
In order to accomplish this objective dirertion should be given to Materials Engineering and overy Product Engineer (including advanced concepts) to review tho requirements of . oach application and recommend a substitution plan with testing requirements, tho \ ( Project Engineers would then have to write Project Orders to implement this program.
Effrctlvenoas:
Wo do not believe thnt Engine la in a position to accept this task without revising the 1 pvojoetcd dates. Modol lcar 1930 would be the earliest date for at least partial model
substllution. It should also be note! that tha list of components using asbostos fibers submitted by us to tha Vehicle Materials Engineering Office is not noceaaarily complete.

IMPACT OS FORD
i -A study of the engineering uses of asbestoe has sham that Pond is directly concerned only with the friction aaterlale segment of the asbestos industry (an outlined is
I Attachment 3). Ford purchases transmission bends, brake and cluteb friction materials that contain asbestos, and thus would be affected by the impacts of regulatory action. These impacts are of two types: internal, and in the supply chain. Ford hoe no internal compliance problems because purchased parts contain only bound asbestos fibers that da not contaminate the environment.* Supply chain compliance problems were recently investigated by KAAO Purchasing (Materials Planning Department). This
0 study assumed an orderly tightening of tbs standard and concluded that:
'Major porta and materials suppliers are just now reaching compliance with the 2 fiber/cc standard and have plans or active programs to meet the proposed standard.
. Tbs severity of the problems depends on. the standard. , Dearly all suppliers wish to continue to supply Ford with asbestos-containing
products. i
Our assessment of the supply situation is that asbestos products vill continue to be available far the next several, yeara, but that coats will rise as suppliers install control equipment. Ford should continue to rely a suppliers to solve their compliance problems end supply parts to Ford.
KECOMMEDDATX OHS
The above aaseaamenta prediet an orderly tightening of the asbestos standards and a resulting coat increase in asbestos--cAtaining parta. It is concluded that the Company must respond to this situation with programs in the following areas to ensure that it remains cost competitive.
O

* Dear debris from brska and sltrteh friction pads are ncmfibrous end therefore
noBcareinogemia. Sams monitoring of brake and clutch repair areas for loose
asbestos fibers may be necessary.
