MacGregor Standard Oil Company of California 200 Bush Street San Francisco 20 California Bear Mr. MacGregor: Information has come to me to the effect that Mr. Cooley has relinquished his work in Standard Oil Company of California, and, therefore, I am addressing you. If this is not the correct procedure I shall not have made too serious an error, I trust. I enclose herewith, for the present, two copies of the report of the experimental investigation carried out in San Francisco. Other copies are available, but I am undertaking to get these to you as promptly as possible, by air mail. I am sending one copy to Dr. Curtis and one to Dr. Gerlach. This comprises the number despatched to the West Coast at this time. Additional copies are being forwarded today to the New York office of Ethyl Corporation and to Mr. Sabina of du Pont in Wilmington, Delaware. I am not distributing them more widely or in greater numbers until I receive further instructions. A few comments iiiay be pertinent. First, let me say that I expected to complete the report sooner than I have been able to do. A number of unavoidable delays have occurred because of other urgent engagements and duties^ and I was compelled to do this job myself, with Cholak's able and useful assistance to be sure, but with little opportunity otherwise to delegate it. Second, it will be noted that the appendix, referred to in the text, is not provided at this time. This relates to the observations on your Company's personnel. You have the information about them to such an extent as to know that they sustained no deleterious effect, and for the pi'esent, I am willing to let it go at that, rather than to delay the main body of the report further. The appendix will be brief, but it is not needed, I think, at this time, in relation to our primary problem. Third, I have deleted all reference to the identifying names or places of residence of any persons involved in the program of experimentation, other than those of The Kettering Laboratory, from the subject matter of the report. This was done deliberately so as to make possible the use of the report elsewhere, as indicated, without modification. I believe this will meet with your wishes. I would have preferred to aclcnowledge in the text the contributions made by all who gave so freely of their time and effort to the planning and carrying out of the experimental program, but the names Mr. J. R. MacGregor ** 2 November 14, 1959 ofpersons or group participants have been omitted solely for the purposes of anonymity, except in so far as the responsibilities of The Kettering laboratory had to be maintained. I shall be grateful to you and your associates for any comments, suggestions or criticisms which you may care to make, and in due course, I shall expect to receive your instructions as to the distribution of the report beyond the limits I have indicated. I am keeping a record of the disposition of all of the copies. As you are aware, X have sounded out, in an entirely Informal manner, for my own information, the tentative reaction of the U.S. Public Health Service to this situation - not to the information, which they do not have, but rather as to how they might wish to haye this presented to them This will enable you and your, associates, at the proper time, to consider what the next step in the procedure may be in the light of my very tentative information. For your information it is my belief that there will net need to by any formal representation to them, nor any formal reaction on their part.
