Ye propose to take advantage of the tine provided by the post ponement to fer* a broadly representative council ef sponsors, selected from the many businesses and organisations concerned with the develop ment and conservation of resources. This council will be askod to hold a preparatory meeting, probably late In Karch In 'ifashington, to review preliminary plans *rlth section chairman, section committees, and staff, and to formulate final plans. The date of the conference itself will be fixed by the council, but probably cannot be before October er Roveeber.
