July 2; 1950 Mr. a. llm Mittnacht, Dear Art: With further reference to tile report made by our Medical Department on the infractions of Deep Rock, Root, Johnson and the hreveport-El Dorado pipe Line Company, I have the following to advise: The Deep Rock plant at Cushing is now equipped with the desired lockers. The 3hreveport-El Dorado pipe Line Company is painting the bath house and all cement work white, in order to cover, up the dye stains and we have drawn up plans for a dye mixing apparatus, which will prevent the discoloring of the platform and bath house. The Johnson Oil Refining Company is now working in an attempt to have a tank ' car blending plant, built. It is necessary for them to go through their* Chicago office, but they seem thoroughly sold on the proposed installation, and 1 feel that they will go right ahead with it. In the event they do not, we will request them to change their present blending plant, and I think that they should build a new drum plant in entirety, as their present plant is obsolete. The Root Refining Company's plant at El Dorado has been built a long time, but I do"not really consider this a health hazard. They store their drums on a concrete runway, but when the actual blending is done, the drum Is in a cradle made of concrete and resting over a steel grate, under whiiih there is a constant flow of water. If any spillage occurred the fluid would immediately be carried into the sewer. I have had photographs made of this plant and will forward them to you as soon as they are developed Incidentally, Root is only blending at very irregular intervals, and unless this plant is considered actually dangerous, it would be working-, quite a hardship to ask them to invest any large amount of monqy in the building of a new plant.
