The question concerning the d r ille d and ground s e t i s : While I t l a unlikely that subsequent operations w ill be performed, i s i t p o ssib le then they may be performed? A fter e lengthy d isc u ssio n i t wes decided th at no r e so lu tio n concerning r e com mended~CAUIIUiJ la b e ls would be proposed. R ather, the S e c re ta ry I s d ire c te d to send to the Ileadership copies of ty p ic a l la b e ls now In u se . I t was ca lle d to the S e c re ta r y 's atten tio n th at h is yellow B u lle tin of March 30, 1973 was in e r r o r . In th a t n o tice i t a ta te d , "Avoid b rearh in g d u st". The words ing should have been, "Avoid creatin g d u st". This e rro r w i l l be c a lle d to th e .. attention of the tkaberahip. The Chairman brought up another point aa regard s l a b e l s . There i s a sign that can be posted in the factory where there are r e s t r i c t io n s concerning asbestos dust in the atmosphere. This i s s standard sig n fo r placing in the factory which s a y s : "CAUTION - Asbestos dust h azard; avoid b reath in g d u st; wearassigned p ro te ctiv e equipment; do not remain in a re a u n less your work require i t ; breathing asb e sto s d u st nay be hazardous to your h e a lth " . Inform ation on the a v a ila b ilit y of these sign s w ill be sen t to the Membership. EPA EMISSIONS STANDARDS FOR ASBESTOS ^ h iia the rev EPA evasion s standards appear to be re a so n a b le , there is some d iffic u lty i t in te r p r e ta tio n . For example, the stan d ard s are not simply "No v is ib le e c ssio n s", but (1) i f the con trol equipment does not meet the a i r clean ing requirements in the r e c it a t io n s , no v is i b l e em issions a re p e rrc issib le , or (2) cue could even have v is i b l e em issions i f they v ere u sin g a c o lle c to r with the specifications-recommended by the EPA. In other w ords, i f you have the E?A's recommended c o lle c to r you could p o ssib ly have v i s i b l e em issions and s t i l l be complying with th e. EPA1requirem ents. I t goes w ithout sa y in g , that in terp re ta tio n of the requirements by in d iv id u als in the d iff e r e n t EPA regions may var7 quite a b it. 2 3 Cbe - .- b a g c o lle c to r. - on EPA Enforcement O ffic e r se e * a v ap o r from eh scack where a wee c o lle c to r i s used, the-source beat be able to prove there ia t asb e sto s being discharged. This p a rty blames the f ir e s on the in cen tive program where the workers receive a bonus fo r exceeding c e rta in work standards. A lso , where one manufacturer adds one machine to an e x is t in g c o lle c t!o r system he may n o t be in compliance without gettin g a Waiver o f Compliance. Appar en tly the EPA w i l l not give a Waiver of Compliance th at w ill ta k e more than 12 months to com plete. An ap p lican t must give the ste p s to be taken and the scheduJ to be met. When each dace a r r iv e s , the ap plican t muse ad v ise EPA concerning cotyled on of th at stage of the schedule. I f a nanufacturer wished to cake an addition or m od ification i a h is p lan t with equipment chat might put asb e sto s into the atmosphere, he must f i l e with the EPA On page 1 of the report he would cross o f f the words "Source Report" and type ia e ith e r "A p p lication to Construct a Hew Source", or "A p p licatio n to Modify E x ist ing Source". I a reviewing page 2 of the report under "Process D escrip tion ", -some question s <~ar^ up as to how to complete th is s e c t io n . One meober who had worked on th is reoort with the EPA sa id you should e a te r here the type of machinery vised without quan tifyin g. Another member in dicated th at the EPA in siste d th at he l i s t the type of equipment and the numbers of each piece o f equipr e n t. I f the CA s p e c ific a lly sa id to l i s t the nunbers and types of equip- aenc I s t h i s se c tio n i t was suggested th at they would have sa id so on page 2 of the rep o rt- The question of puttin g dm the nunbers and types o f equipment cou become very cumbersome where a canuiaccurer wished to move a grinding machine from a lo c a tio n with one c o lle c to r to another lo catio n where i t would be hooked into another c o lle c to r . The member who f i le d with the EPA worked on re p o rts in 2 d iffe r e n t ju r is d ic t io n s : Hew York and Tennessee. He in d icated th at a t aeith e: location did he enter the aunder o f p ie c e s of equipment on th is form. (Sin ce th< nesting he c a lle d to advise that the ap p licatio n file d in Tennessee without q u a n titie s was accepted by the EPA. His a p p lic a tio n in Hew York S ta te had n o t been e ith e r accepted or rejected as o f June 4, 1973.) I t would appear th at Regional O ffic e s are not in agreement as regards q u an tificatio n o f the equipment under the "P ro c e ss'D e sc rip tio n ." . . The question c a se up concerning In te rp re ta tio n of question 3, the "Amount o f P o llu ta n t." In many fa c to rie s a s e t o f dry mix brake blocks could emit in to s c o lle c tio n sy ste a a t the n ix e r , a t the b riq u ette p r e s s , a t the c u t- o ff wheels, a t rin d in g , a t d r illin g , and a t In sp ectio n and boxing. Hie p ro b lea I s that th is I s th e same o rig in a l a sb e sto s which entered the p rocess sad might, be counted 6-8 tim es. So. in e f f e c t , a fa c to ry taking l a one m illio n pounds o f asbestos/^oiaaJfaJp^irdn JerSt^cpSiectlo^systeM . fruni, would make 1 appear th a t e ig h t m illion pounds o f a sb e sto s i s going in to th s op eratio n . From the wording o f the fo ra , i t would appear th a t t h is i s exactly vhmz the EPA wants However, another member was to ld th at th is in not what the EPA w ants. He suggest that i f a fa c to ry takes In one m illio n pounds o f asbestos in to the process th a t : should not reporc in t o t a l more than one m illio n pounds o f a sb e sto s. I f h a had 10 d iffe r e n t em ission p o in ts, he would divid e the one m illion pounds o f asb e sto s by 10 to give the '' amount of p o llu t a n t." Again, th eir apparently has been e d ifferen ce in in te rp re tatio n from d iffe r e n t Hegional O ffice s o f the EPA. On page 3 c f the report, under "Waiver o f Compliance,'' i t was sta te d Chat Sectloi 2a and 2b d id not have to be completed un less EPA s p e c ific a lly req u ests t h i s in form ation . KSTITUTE SEMINAR OH SAFETY AND HEALTH At the February 16, 1973 meeting, suggestions were made chat the In stitu te consider the sponsoring of a seminar for members associated with plant-operation The In stitu te indicated i t would be w illin g to sponsor such a seminar i f s u f f i cient in te re st developed. A question was raised as to whether this seminar would apply only to asb estos. The Secretary indicated chat such a seminar would apply co any fie ld of Interest but i t should be related co problems chat can be tied into State and Federal regulations. Among the topics suggested for a seminar were the following: Air sampling ar.c aso estos concentration determination. The pulmonary function te st and X-Ray. Possible extension to include noise and heat s tr e s s . Cooperation between management and workers in meeting the regulations. Asbestos bag opening machinery. The Secretary was d irected :c make up a l i s t of su b je c ts which d z h c in te r e st 3 3 Q m canvass cns retrjers as xe^arda t *.e ir - n te r e s t. in a d d itic To the agenda i c e a to su ggest to the M-embershio, i t was su ggested chat the canvassing l e t t e r ask i f a individual from that oember company would atten d, where the m eeting should be held, and when the meeting should be held. I t v a s Indicated th at a meeting in the lace f a l l would be d e sira b le and such lo c a tio n s Chicago, D e tro it, P ittsburgh and Paraaus were su g g e sted . When the S e c re tary has prepared a questionnaire i t w ill be submitted to iir. Teierabend fo r h is review p rio r to d istrib u tio n to Che ilembership. The a c t u a l . agenda w ill be d rafte d a f t e r the* metabera have in d icated th e ir preference. Jchns-M anvilln had in d icated an in te r e st In approaching such a seminar with th a id ea of promoting th e ir HEAP (digh Energy Air F i l t e r ) p o llu tio n control equip ment. I t v a s su gge sted th a t perhaps I t might be worthwhile t o have o u tsid e rs make p rese n tatio n s concerning asbestos bag opening equipment, p e lle tiz in g , c o lle c tio n , e t c . This w i l l have to be worked out a t a fu tu re Cocoictee m eeting. Drake and Clutch Emissions Generated During V ehicle Operation This p a r tic u la r study was n o by Bendlx Research L a b o ra to rie s under sponsorship of the E?A. 'A paper was presented to the S.A .Z . by Dr. M. Ja c k o and Ur. Z. DuCharua o f B e ad ix , and Mr. J . Somers o f the ?A. The a c t u a l rep o rt to the E?A i s a c a ssiv e document explain in g every t e s t procedure and every method of co lle c tio n used in the study. A technical paper was presented by these 3 gentlemen a t the SA Meeting in D etroit in May, 1973. The stu d y e sse n ia lly centers on how. much asb e sto s i s being put in to the atmosphere from brake Utrfwg and clutch fa c in g s . As Dr. Jacko was in charge o f th is in v e stig a tio n he d isc u ss, che paper a t ou r m eeting. He advised th a t a condensed v e rsio n appears in the magazine AUTOMOTIVE EUGIrlEEZING. Among the poin ts th a t Dr. Jack o cade was th a t there were problems where a brake on one sid e was en closed sa d the other brake vas open to the reg u lar atmosphere. M odifications had to be nade involving cooling of the o u tsid e of the shroud so th at there would not b e too great a temperature d iffe re n c e from the l e f t s id e to the rigjat s i d e . This was more o f a problem with the d is c brakes on the fr o n ts . A ctually with th e necessary coolin g there vas h ard ly any d ifferen ce between the drum brake re a rs s id e to sid e . Among the item s d iscu sse d in the paper were how much a sb e sto s i s used in fr ic tio n n e c e z ia ls . I t i s indicated th at there are about 133 m illion pounds of asbestos in che fr ic tio n m aterials which are used in the United States each r e a r . There apparen tly are some d ifferen ces o f opinion as regards how much asb estos i s in volved but i t generally f a l l s in the 90-120 m illio n pound range. A ctually, che amount su b ject to wear i s abcue 66-2/3Z o f the actu a l lin in g that gets on to.Che brake ( a fte r grin d in g). '..Tien a sb e sto s i s being used in brake lin in g s i t I s d iscarded in one of three ways: I t gets deposited on che su rfaces of che brake, such as on the c a lip e r , and around che wheel c y lin d e rs. (This is su rfa c e d e b r is). Additional m a te ria l i s c o lle c te d on che lin in g su rfaces, in the riv e t holes, and on che brake arum. (This i s called sump debri A aditicn al m a te ria l becomes airborne and i s c o lle c te d on membrane f i l t e r s . (This is called airb orn e d e b r is). It i s th is l a t t e r airborn e d eb ris chat the research ers are seekin g to q uan tify. Based cn the sam ples th at were c o lle c te d , che con clusions were that more than 99.72 c the asb e sto s in the brake lin in g i s converted to o th er produces. By .e x tra p o la tin g the data th at they were a b le to develop on a passenger car the researchers in d ic a te chat a to ta l of 5060 pounds of a sb e sto s i s put in to the a so m c c s :u a r u o t a c ; e neecing WWW 4* atmosphere. This airborne asbestos emission i s 3.21 of th e -to ta l asbestos eznctec ; r m -all automotive brake Linings and clutch fa c in g s in the U.S. A question arose as to what happens to the asb e stse d eb ris th at drops out. Does i t eventually gee in to the atmosphere? I t was in d icated thac based on the study of other s a e e r ia ls that apparently there have been build-ups such as lead along the sid es of tu rn pik es. This m aterial apparently goes in to the e a r th 's su rface and whether i t I s picked up again i s dependent on ocher fa c to r s such as the ? resets! cy to se re a s s , e t c . A gentleman, from Ford Motor Coopany vas a ls o to present a paper to the SAE aee tln concerning asb e sto s p a rtic u la te etsiselons In to the atmosphere. No paper was av ailab le at th is cin e. There were some question s concerning procedures and a source of data on cha Ford paper, but in any event the paper in d ic a te d a lower coca! asbestos em ission than the Sendlx paper. Ihese two papers should t e r s e as source Inform ation when' others arm attem pting to q u an tify the asb esto s e v ic t s in to the atmosphere from brake lin in g s and d u tc h fa c in g s.
