Feb. 19, 1951 (29) MINUTES of the sixth meeting of Directors of the Manufacturing Chemists' Association, Inc. , held at The Union Club, Park Avenue and 69th Street, New York City, on February 13, 1951, at 11:00 a.m., Eastern Standard Time. Sharpies L MINUTES OF THE MEETING The Minutes of the January 9, 1951, meeting were duly approved as sent to the members. II. TREASURER'S REPORT (a) The report of the Treasurer for the period January 1 to January 31, 1951, was reviewed, and On Motion duly made and seconded, it was VOTED: That the report be accepted and placed on file. Mr. McLaughlin discussed the cash position of the Association in view of its expanded activities and called attention to the fact that a small unexpended balance at best would remain in the treasury following completion of operations for the current fiscal year. It will be necessary therefore to watch expenditures very closely. CMA 066908 (30) III. SECRETARY'S REPORT (a) Chemicals in Foods . The Delaney Committee has been extended for two years and an appropriation of $75, 000 authorized, in addition to the unexpended balance from the previous investigation. The Association's Com mittee is now reviewing the preliminary Delaney Report and also the proposed F. D. A. legislation which was presented prior to expiration of the 81st Congress. The Association's cooperation has been extended to the Food and Drug Administration. (b) National Production Authority. A brief review of developments in the N.P.A. Chemicals Division was presented. A general purpose type allocation order patterned after the M-300 type will probably be issued during the next five to six weeks applicable at first to sulfur and sulfuric acid. The Association, following clearance with member firms, has furnished the Chemicals Division with a list of 15 names in connection with available staff positions in Washington. (c) Office of Price Stabilization. Mr. Geo. Strasser, Acting Chief, Rubber and Chemicals Division, has requested the Association's assistance in lining up staff employes for the Chemicals Branch. Messrs. Ward, Richardson, and Rand reported that they had also been contacted concerning suggestions for top positions for rubber and chemicals. Mr. Rand requested that suggestions for such positions be submitted to him as promptly as possible. (d) Transportation and Packaging. The assistance which the Associ ation is now furnishing N.P.A. and the Defense Transport Administration was outlined. The Association has dispatched a second questionnaire to member firms to develop additional tank car requirements information for the balance of this year. Mr. C. H. Mayhood of the Association's staff is assisting N.P.A. in drafting limitation orders on metal and fiber drums. Verified statements are being prepared for submittal to Interstate Commerce Commission with reference to (1) ICC Docket 28310 on cancellation of exceptions ratings and (2) Parts 1-6, Motor Carrier Safety Regulations, applicable to private carriers. (e) The death of Colonel Earl B. Payne, Munitions Board liaison with the Chemical Industry Advisory Committee was announced with regret. Flowers were sent in behalf of the Officers and Directors, and suitable letters were dispatched to Mrs. Payne and Board Chairman Small. (f) Labor Contract Analysis. The comprehensive 104-page Labor Contract Analysis applicable to the Midwest Region, prepared by Miss Camille North of the Association's staff, was discussed. This was mailed to Member Executives last week. (g) State Legislation. Forty-four state legislatures are now in session, and all bills applicable to the chemical industry are being reviewed by the Association's staff. In a number of cases, written protests and personal appearances before state regulatory bodies have been made with reference to poison, alcohol and transportation bills. CMA 066909 t (31) (h) A conference was arranged at Albany, New York, on February 14 to discuss proposed New York State regulations on the handling and labeling of hazardous materials. (i) Restrictive municipal ordinances covering truck transportation in the Cities of St. Louis, Mo. , and Hoboken, N. J. , have been the subject of M.C.A. subcommittee activity. (j) War Damage Corporation. Bills authorizing revival of war damage corporation and issuance of war risk insurance have been introduced in both Houses of Congress, and several of the smaller member firms have requested that the Association give consideration to support of these bills. The Secretary was instructed to refer this legislation to the Legal Advisory Com mittee for comment. (k) A report was made concerning new outside committee contacts as follows: (1) A.S.M.E. Committee on Standard Hose Couplings Screw Threads: Mr. Allen L. Cobb, Eastman Kodak Company Mr. S. M. MacCutcheon, The Dow Chemical Co. , alternate. (2) A.S.M.E. Committee on Code for Pressure Piping: Dr. James A. Collins, E. I. du Pont de Nemours & Co. , Inc. (3) A.S.A. Committee 6l on Plastics of the International Organization for Standardization: Mr. F. H. Carman, M.C.A. (4) I.C.C. Technical Advisory Committee on Motor Carriers and Truck Tank Specifications: Mr. C. H. Mayhood, M.C.A. (1) Personnel. The Secretary was authorized to employ an addi tional clerk-typist for the Washington office operations. The workload has increased substantially since last June. "IV. BOARD OF DIRECTORS (a) M.C.A. Councillor on Chamber of Commerce of United States. Decision on this matter was deferred until the next meeting. Mr. Rand requested members to advise him concerning a qualified industry executive who need not necessarily be a member of the M. C. A. Board. (b) Membership Committee. In the absence of Mr. L. T. Beale, Mr. H.O.C. Ingraham reported that applications had been received from General Electric Company, Chemicals Division, #1 Plastics Avenue, Pittsfield, Mass. ; National Starch Products, Inc. , 270 Madison Avenue, New York 16, N. Y. ; and Velsicol Corporation, 330 E. Grand Ave. , CMA 066910 (32) Chicago 11, 111. , which have been duly sponsored and seconded by executives of member firms and that the applicants appeared to be qualified for member ship under the Association's.By-Laws, On Motion duly made and seconded, it was VOTED: That the applications be approved subject to the 30 day notice to members provided under Article III, Section 4, of the By-Laws. (c) Additional Report on Alternates. The Chairman advised that the following Board member had requested appointment of an alternate, as follows: Member Alternate, Company and Position R, C. Gaugler Howard R. Huston, Asst, to the President American Cyanamid Company On Motion duly made and seconded, it was VOTED: That the appointment be approved, V. REPORT OF THE EXECUTIVE VICE PRESIDENT Mr. Taylor reported on press releases issued during the past month. One of these had to do with a telegram sent to Director Charles E. Wilson of the Office of Defense Mobilization with reference to the railroad strike. The Association's Manpower Committee has endorsed the Thomas Committee Report, and at the present time it is preparing statements concern ing urgency of a coordinated policy on the deferment of reservists which may be submitted to the Defense Department and the Flemming Committee. An Association Manpower Conference is being considered. Reference was made to a memorandum sent by Selective Service Director Hershey to local draft boards concerning status of board decisions. Chemical Film. Mr. Rand reported that further information had been submitted concerning the chemical industry film, and this was discussed by those present. It was agreed that the previous decision of the Board should stand and that financial assistance should not be considered at the present time. VL COMMITTEES (a) General Safety Committee. The Industrial Injury Report for December was reviewed. The Secretary reported that the frequency rate for the year 1950 for member firms was the lowest in the history of the project. T. Morris, Commercial Solvents Corporation, replacing Mr. G. C. Lines, as member of Committee was approved. (b) Air Pollution Abatement Committee. Appointment of Mr. F. L. Seamans, Aluminum Company of America, as member of Com mittee, was approved. (c) Manpower Committee. Appointments of Messrs. George Baker, Wyandotte Chemicals Corporation, and V. N. Wilson, Pennsylvania Salt Manufacturing Co. , as members of Committee were approved. (d) Resin Adhesives Committee. Appointment of Mr. Louis Klein, Rohm & Haas Co. , replacing Mr. E. E. Decker, Monsanto Chemical Co. , as member of Committee was approved. (e) Organization of Technical Subcommittee of Resin Adhesives Committee . The organization of a Resin Adhesives Committee Technical Subcommittee was approved. Principal task of this subcommittee will be to review new Government specifications in this field. Appointments of Messrs. R. P. Hopkins, Rohm 8t Haas Co.; Leonard Repsher, Bake lite Division, Union Carbide & Carbon Corp.; and Dr. John F. Corwin, Koppers Company, Inc., as members of the subcommittee were approved. (f) Tank Car Committee. Appointment of Mr. J. T. Duschek, Association of American Railroads, replacing Mr. A. I. Ciliske, as an Associate Member of the Committee was approved. VII. MISCELLANEOUS (a) Annual Meeting. Mr. Marlatt reported that following a visit to The Greenbrier by the Secretaries of the M. C. A. and S. O. C. M. A. on February 8, all details concerning accommodations, Directors meetings, banquet, business meeting and golf tournament had been satisfactorily arranged with the Hotel management. The Joint Committee is now considering programs for the business session and banquet and expects to have a tentative report at the next meeting. Board members having suggestions concerning program are requested to contact Messrs. Fisher, Ingraham or Marlatt. (b) Contribution to Advisory Council on Federal Reports . This organization acts in an advisory capacity to the Bureau of the Budget on the elimination and simplification of Government reporting forms for industry. CMA 066912 (34) The Association is represented on two Council committees concerned with Census, Tariff Commission and Schedule B forms. Our contribution last year to the support of the Council's activities was $75,00. On Motion duly made and seconded, it was VOTED: That a contribution in the amount of $100.00 be authorized for this year's operations. (c) Contribution to National Council of Patent Law Associations. At the recommendation of Mr. R. B. Fiske, Chairman, M. C. A7 Patent Committee, On Motion duly made and seconded, it was VOTED: That a contribution in the amount of $143.00 be made to the National Council of Patent Law Associations. This is in connection with the activity of the Council's coordinating committee relating to the proposed revi sion and recodification of the Federal Patent Laws. The M.C. A. Committee has cooperated in this work during the past two years. (d) Reciprocal Trade Agreements Act. Members were presented with copy of statement presented before the House Ways and Means Committee January 26 by Mr. S. C. Moody in behalf of the S.C.C.M.A. and the M.C. A. The Secretary then reviewed H. R. 1612 as passed by the House. The bill, which is now before the Senate Finance Committee, carries a re-inserted peril point clause and substantially strengthened escape clause provision whereby the Tariff Commission is required to hold hearings and issue findings of fact in connection with hardship cases brought to its attention. Hearings before the Senate Committee will begin February 22, and Mr. Moody will again represent both Associations on February 28.
