Concurrent with this withdrawal date, Monsanto will stop making available to askarel users the "Transformer Askarel Inspection and Maintenance Guide", Bulletin No. IC/PF-38R-2-. Although operators of askarel transformers have used this askarel guide as a reference manual in the past, environ mental regulations on FCE's are changing rapidly and have made the bulletin obsolete. This bulletin will not be updated. (May I suggest that you destroy all copies in your files and offices so we don't inadvertently supply obsolete information to the industry.) If your company has ever used our bulletin as a supplement to your own literature, we want you to be aware of our decision. In order to determine the nature and extent of the possible adverse effects resulting from the presence of PCB compounds in the environment, the Environmental Protection Agency (EPA), in cooperation with other federal and State agencies, la attempting to determine the sources and amounts of PCBs entering the environment. It la Important that this effort be carried out without delay. It la our understanding that your company handles PCB compounds or mixtures or comparable chemical substances in Its operations. I am therefore requesting, pursuant to the authority provided by Section 308 of the Federal Water Pollution Control Act, as amended, 33 U.S.C. 1318, and Section 114 of the Clean Air Act, as amended, 42 U.S.C. 1857c-9, that your company furnish EPA with information L pertaining to your use and handling of PCBs and comparable chemical substances. Polychlorinated biphenyls are highly stable chemical compounds and are not readily biodegradable. Therefore, when placed in the environment they may be con sidered contaminants and may adversely affect some species of animal and marine life. You must take every precaution to prevent any entry of poly chlorinated biphenyls into the environment through spills, usage, leakage, disposal, vaporization or otherwise. This material should not be used by you or your customer in equipment, packaging materials or products involved in the/, processing, handling, or storage of food, food related products, animal feeds, food wrapping or container materials^ potable waters or pharmaceuticals.
