will co-sponsor a Symposium on Asbestos-Related Disease in
Houston October 11-13, 1979. At this meeting. Dr. Selikoff will
present papers on asbestos disease in Patterson, New Jersey,
Tyler, Texas and chemical plant and refjjiery maintenance workers
(exact titles and^aEstractsare not yet available). It is
possible that he will be presenting data relative to chemical
rlant maintenance workers similar to that presented at a recent
jting in Israel (abstract of that presentation not available).
Since Dr. Selikoff is not in the habit of presenting negative
findings, it is possible that these papers may receive national
attention.

SUBJECT ASBESTOS CONTAINING PRODUCTS
An engineering feasibility and replacement study is underway to identify substitute items for asbestos containing products used at DPMC (i.e. gaskets, packing, insulation, heat shield, etc.).
Since asbestos may be used in a variety of items, it is requested that Purchasing seek information from suppliers on the presence of asbestos in their product. The Inspection Department will evaluate these products and determine if personnel exposure is high enough to require alternatives. If required, we will seek alternatives together to assure the substitute will provide adequate service.
Please notify me if a discussion meeting is needed on this subject.

Compression Packing
Packing 98 - claim that this packing can even replace mechanical seals - and provide equal environmental control
5200 Kevlar - can often replace asbestos packing
(a) is more porous than asbestos - if drips is a problem they recommend using 5200 on the bottom of the packing and the 98 on the out side to reduce leakage.
Graph-Lock - Valve packing graphite base which provides a stronger seal against leakage. Common technical problem is buildup of graphite particles on valve stem leading difficult opening and closing - corrected by putting in end rings of braided packing (such as Garlock 98).
Graph-Lock - Also has been formed into gasket materials and may replace types of asbestos gasket material. The cost prevents every changeover but for those problem situations, it is supposed to work when other gaskets fail.
Regulations - California - South Coast Air Board test emissions from valves and pumps - 10,000 ppm is maximum level effective in Southern California.
Rule 466.1 - South Coast Air Quality Management District in California
Gasketing
Various kinds of material available.
GyIon is recommended as a replacement for asbestos.
Gylon is a modified teflon to eliminate certain technical problems.
Gylon may also increase service life from other gaskets - also gaskets can be reused - hard to say how many times - perhaps an economic incentive.

Textile Products
Thermo-Ceran Rope - Carl Rodgers has replaced asbestos rope on the top seal on acid tanks with this material. Material was dipped in aluminum silicate first.
IHF - Health Aspects of Fibrous Glass
Report on glass concludes that fibrous glass does not cause respiratory illness as does asbestos.
Letter re; Japanese Doctor's Report
Lok-Gard - a sealant has been applied to Thermosil to reduce the fugitive loss of glass fibers - customer request because of skin irritation complaints.
Woes of this material include radiant reflective heat shields, weld cuctains, splash and splatter shield.
Thermosil with aluminum facing serves as a radiant heat shield.

ASBESTOS-CONTAININC GASKET AND PACKING MATERIALS
An engineering feasibility and replacement study is recommended to identify substitute products for asbestos-containing gasket and seal packing materials. Some employee exposure is associated with cutting these materials and with the removal of old .gasket material. A substitution program is advantageous for the following reasons:
1. Reduces possible OSHA and EPA Asbestos-requirements such as:
a. medical examinations required for employees exposed to 0.1 fiber/cc (OSHA PEL is 2 fibers/ cc, 8-hour time-weighted average)
b. more expensive disposal requirements if these materials have to be handled as asbestoscontaining
2. Is consistent with the objective of the general practices section of the Asbestos Safety Order
3. Reduces potential for asbestos exposure
The potential for replacement products is encouraging based on a recent meeting between Mr. Mike Guidry of Garlock and Industrial Hygiene. Mr. Guidry provided a catalogue of substitute materials and expressed an interest in providing technical assistance in a substitution program. Hopefully, Garlock's approach is indicative of what other manufacturers are doing. The Garlock catalogue is attached for your information.
