Prior to that time we need to give each Stecm Plant operating shift and the Shift SupervTsor a short training session on trie procedure. ! have arranged for the hazardous area striping to be done December 6, 1976. Also, I will write a letter to Younger Brothers informing them of our new loading procedure. The breathing air equipment is now at the rack but the line will be steamed to dean it of oil contamination. These precautionary steps are nccecsar to reduce the potential personnel exposure to benzene, which is contained in this product. Benzene is both an acute and chronic poison that can enter the body by vapor inhalation, skin absorption, and ingestion by mouth. The current thresholc limit value is 10 ppm. The potential health hazards of benzene must be recognized by all personnel involved in loading this product. These procedures covering the use of personal protective equipment will be required until furthe notice. 1. Except in unusual situations and at the plant's request, all loading of light aromatic distillate will be done during daylight hours. 2. The Main Gate Guard will notify :he Steam Plant Controlroorn whenever a tank truck enters the plant for loading with light aromatic distillate. 3. When notified that a tank truck is to be loaded, the Second Controlman will meet the truck at the Offsites Loading Rack and with the driver, make a pre-loading check to include the following: a. The driver will be provided with a pair of disposable coveralls. He must also have a pair of chemical gloves. b. Fresh air breathing equipment will be checked to assure that all the equipment is working properly and that tiu breathing air cylinders contain a sufficient volumn of air.(Minimum pressure is 500 psig) c. Set out warning signs and attach grounding lead to trailer. d. Instruct driver in the use of the fresh air respirator and see that he understands by actual use. Review also the loading instructions. e. Make sure that no other tank cars will have to be hooked up or dis connected at the Offsite Rack while light aromatic distillate loading is in progress. f. Check to see that there is no maintenance or contract work in the immediate area. k . Loading of the product may start only after the pre-loading checks have been completed. If the Second Controlman or any other person is to remain in the designated loading area, they must also wear fresh air respirator, disposable coveralls or slicker suit, and chemical gloves. Mod oooo 11765 5. Once loading of product is started, it must not b< left unattended. 6. When loading is finished (loading spout drained, come hatches closed, and pump shutdown) the driver may remove the freoh air respirator. If any product has been spilled, these must be flush'd with large quantitie of water before any protective equipment is remove d. 7. The driver will wash the outside of the sample bottle with water before placing it in the sample pick-up box. 8. The driver will notify the Steam Plant Controlman when loading is comple 9. The Second Controlman will make a post-loading check to include the following: a. Remove warning signs and grounding cable. b. Fresh air respirator is to be cleaned by the driver and returned to the storage cabinet in a plastic bag. c. Breathing air hoses must be cleaned and returned to the storage cabinet. d. The tank truck must be inspected for leaks. Any leaks must be repaired before the vehicle .leaves the plant. e.
