The committee organization will vary from plant to plant and from tune to tune Much depends upon the size of the organ ization, the type of problems faced, the character of employee relations The com mittees should be set up to achieve the two basic purposes Erst, the discovery of un safe conditions and practices and their rem edy, and second, the observation of unsafe acts and performances and then correction Additional details are given under the sec tion "Safety Inspectors" further on in this chapter
The committee must be carefully organ ized and committee activities carefully planned and controlled. Chapter 3 of this Manual deals with effective organization and functioning of safety committees
A small plant is not, from management's point of view, a immature large plant Any discussion of safety organization in smaller
industrial plants has to concede that fact Furthermore, a relatively complex safety organization may be needed for small plants m specialized or hazardous industries
Small plant organization
If only run-of-the-mill injury and health risks have to be faced, the plant with few employees can probably simplify its safety structure, although no program can afford to be without the basic elements which have been found successful in accident pre vention work generally
Active management and control of the small plant safety program may be vested in the chief executive himself, the general manager, or in an experienced and qualified foreman who has both authority and stand ing It is neither fair to the man nor pro ductive of results to assign such responsi bility, however, without giving specified
