Subject: Task Force on Carcinogens in the Workplace - Fourth M eeting, March 13,1980
Control of New Potentially Toxic Production Materials - D. Bohn
.
The Technical Standards and Product Data Department reviewed the progress made to date by the Task Force to revise Procedure 3-189, "Control of New Potentially Toxic Production
. Materials". All open issues have been resolved to the satisfaction of the Task Force mem bers, and a meeting has been scheduled with BEPE and Chassis Engineering to resolve their concerns. Handouts included the Procedure Task Force Workplan and the Proposed Revisions Agreed to by the Procedure Task Force.
Strategy for Elimination/Accommodation of Asbestos in Nonproduction Materials - Z. Dolik
A paper was presented by Manufacturing Engineering. The current Company strategy for nonproduction materials does not apply to construction materials even though the families of materials are largely the same. The purchasing systems are different, and there is no procedure for construction materials at present. Manufacturing Staff was requested to resolve the construction materials issue.
Identification of Production Materials and Components Containing Asbestos - R. C. T,amb
Engineering and Research Staff presented a list of material specifications for those product materials containing or suspected of containing asbestos, along with a draft of a cover letter to the PEO Chief Engineers. The list was subsequently forwarded to the PEO's for use in preparing a complete list of part numbers and bulk materials used in current production. The
compilation method and the remaining steps to be taken to complete the identification task ` for current production was explained.
Issues concerning past model service parts and black box items remain open and will be revisited since asbestos is purchased in brake and clutch assemblies.

Product Litigation Regarding Carcinogens - N. Weiss
A discussion of product litigation involving alleged asbestos related deaths was presented by the OGC. At present, three cases are pending. Punitive damages have been requested, which could be very damaging if awarded. The plaintiff would attem pt to show that Ford recognized a risk and failed to provide adequate warning. A sub-task force, chaired by Mr.
W. J. Rooney, was recommended to review the issue of asbestos-containing products and other products that may require like treatm ent in the aftermarket including the need for and type of any warning labels.
Update on Toxicological Data Input to MATS - P. E. Toth
Industrial Hygiene & Toxicology has reviewed 18,000 items to date, and 4,000 items have been
removed from the inventory because they do not warrant concern (e.g., steels, firebrick, etc.). Fifteen hundred items have been reviewed since January 1, 1980.
The IH&T Bulletins to grant blanket clearance to certain categories of materials are nearing completion,' and will help alleviate the workload. However, IH<5cT feels that additional headcount will be required to meet their previous commitments to provide completed lists of
materials to the U.A.W. and to Michigan Department of Natural Resources. Task Force members support IH&T in adding the required temporary employes. Subsequent to the meeting, funding was identified for additional headcount.
.Outline of Task Force Paper to the May 27 Meeting of the E&R and M&S Subcommittees-
R. B. Termaat
~
-------------------------------------------- -- ------
The outline was presented by E&RS, and it was accepted with the following changes:
. MATS should be included under Task Force Accomplishments. . Construction materials should be specifically identified under Policy and Strategy
Proposals. . Refer to the "Policy" as a "Policy or Directive". . Substitute "control" for "eliminate" and for "eliminate/accommodate" in the outline.
A retyped version of the outline with the above revisions, is attached (Attachment II).
Chromium and Compounds of Chromium in the Workplace
- Regulatory Assessment - P. E. Toth: The paper, "Chromium and Its Compounds:
Regulatory Assessment and Impact on Company", was presented by IH&T. The paper
was accompanied by a synopsis of the criteria for a recommended standard to define
occupational exposure to chromium, a synopsis of the OSHA Cancer Policy, a
computer search for chromium compounds contained and reviewed to date in the
MATS system and a list of identified potential exposure sources of chromium within
the Company.
.
- Use in Production Materials, General - M. Movsesian: The paper, "Use of Chromium and Chromium Compounds in Production Materials" was presented by E&RS. A discussion on paints followed, indicating that chromium is no longer contained in any
topcoats except Dealer Special Order paints. Primers still contain zinc chromates.

-3 March 28, 1980
- Use of Nonproduction Materials, General - Z. Dolik: Manufacturing Staff presented a list of Manufacturing Standards for materials containing chromium, and a list of production and nonproduction materials determined from the Michigan Critical Materials reporting data, with nonproduction materials identified. Discussion in dicated that painting is the main nonproduction operation, that is a possible source of contamination, with the use of chromic acid to clean aluminum, welding, and chrome plating as other possibilities. It was agreed that E&RS will prepare a list of production materials containing chromium, and Manufacturing Staff will condense their list to include nonproduction materials only.
- General discussion indicated that chromium may be much less difficult to eliminate/accommodate than asbestos.
The next meeting is scheduled for April 3, 1980, at 3:30 p.m. in the Manufacturing Staff Conference Room, (5th floor, east end), WHQ.
