CHEMICALS INDUSTRIES TO FROM Hazard Communication VTask Force ^ Ron Williams /INTEROFFICE LAKE CHARLES DATE SUBJECT February 13, 1985 Task Force Meeting January 25, 1985 The first meeting of the Hazard Communication Task Force was held on January 25, 1985. Those present were B. Kelly, D. Mullett, R. Kaspar, B. Jacobi, B. Lynch, G. Jordan, D. Hemperley, A. Plauche, J. Shepherd, J. Delgado (G.O.) and R. Williams. R. Williams presented an overview of the Hazard Communication regulation. A general discussion followed of the regulation's various requirements and possible compliance strategies. Perhaps the most difficult problem to solve relative to Hazard Communication is informing employees of the hazards of materials encountered in non-routine tasks (entering or cleaning a vessel, removal of a potentially contaminated pump, etc.). The Task Force agreed that the most effective method for imple menting would be a machine based system similar to the Shell Chemical system. A subcommittee was formed to study the implementation and economics of this method. The subcommittee members are R. Williams, J. Shepherd, B. Lynch, D. Hemperley, and B. Kelly. It was also agreed that "work area" Material Safety Data Sheet inventories should be machine based. B. Kelly, J. Shepherd, and R. Williams will determine the economic requirements of this solution. J. Shepherd will move forward with a materials inventory. Working through D. Mullett, MSDS's will be solicited from vendors. There was little discussion of labelling or re-labelling puchased products because of time limitations. The participation of each Task Force member was very much appreciated. Although it may seem that little was accomplished in our first meeting, we did develop an understanding of the pervasive impact of this regulation among key members of Lake Charles's supervision. Most importantly a course of action was decided on for some of the more complex issues associated with the regulation. Another meeting of the entire Task Force is not anticipated for the near future. Since the Task Force met, we have received word that the Chemical's implemen tation program has been revised to reflect input from the plants. Shepherd is planning to attend a seminar next week concerning Hazard Communi cation. Two of the speakers are the authors of the regulation.
