Dear Dr. Kehoe:
In a recent conversation with Mr. Kenneth Jost, who is with the Ethyl Corporation in Houston, Texas, the subject of deep sea disposal of gasoline storage tank bottom sediments arose. I was referred to you as being the man who would best_ understand the problem and would also be in the best position" to evaluate such a method from the health hazard point of view.
We would plan to place the material in sealed metal drums, haul it to sea beyond the 100 fathom line and allow it to sink to the bottom. We would determine the effects of such material leaking into the water mass at this depth on marine organisms before such an operation was undertaken. From past experience with such wastes as' chlorinated .hydrocarbons having a theshold toxicity level of about 6 x 10" grams/L for organisms such as Playtmonas spM Chlamydomonas sp., Nitzschia sp., etc. it would appear that the tetra ethyl lead toxicity y/ould not be too great a problem at sea. This we would want to determine however.
The following questions have arisen in our thinking on this problem:
1. Could the material be safely placeef and sealed in metal drums?
2. If we were to undertake the entire cleaning operation could the same crew of men work .with this type material contin uously? I should think we would want to bring the inside air concentration to less than the 4p.g/cu. ft. level.
3- Would it be possible for a service company such as ours to mechanize to do this job since we would be cleaning many tanks and not just an occassional one?
4. What is the potential market for this service in the Gulf coast area? In the U. S.?

Any comments you may have on this metter will be very much appreciated. We have plans to observe a tank cleaning operation this month. Some of the above questions may then be clarified.
