1. INTRODUCTION
The objectiveof thesamplingtaskin thisstudyistocollectrepresentativseamplesfortracelevelanalysisof specifiFcC residualst,o assesssources,dispersionintheenvironment,and human exposurethroughthefood chain.The citieselectedforsamplecollectiownillbe considered'study'or 'controlc'ites.'Study'citieasreconsideredthoseareaswithFC productionfacilitioerslargeindustriaFlC-consumers. 'Controlc'itesdo not containFC productionor consumptionfacilitiaensd arematched to studycitiesbasedon generallocation, populationsize,a.nd drinkingwatersource.
During theinitiaplhase of thestudyphone callswere made tomunicipalagenciesrequesting permissiontocollecvtariousmatricesof interestB.ased upon thelevelof cooperationreceived from themunicipalagencies,appropriatseampling strategiewsere'developed.The Quality AssuranceProjectPlan (QAPP) and theSurvey Plan containthedetaileidnfortnatiocnoncerning thematricesforcollectioannd methods to be utilizefdorthisprocess.
The fullprojectsamplingscopeisaccomplishedusingtwo fieldteams:1)Battelle'Dsuxbury Personnelcollecdtrinkingwater,POTW, landfilalnd urban airsamples,and 2)Battelle'Msarine SciencesLaboratory(MSL) personnelcollecsturfacewatermicrolayerb,ulkwaterand finfish samples.This reportsummarizes theDuxbury team effort.A separatereportsummarizes the MSL activities.
1.1 Survey SpeciricApproval
Approvalwas grantedinClevelandTennesseefrom thePubliclyOwned TreatmentWorks (POTW), municipaldrinkingwaterplant,and ClevelandFireDepartment(foratmospheric sampling).Permissionwas notgrantedforsamplingatthemunicipallandfillP.ermissionto sample was grantedinDecaturAlabama forthePOTW (includinagirsampling)m,unicipal drinkingwaterplanta,nd municipallandfillT.he DecaturFireDepartment deniedaccesstotheir propertyforatmosphericsampling.Table Ihighlighttshecitievsisiteduringthissurveyand theapprovalsgrantedby municipaldepartments.

validatebdy comparing an acquiredpositionversusa positionof known location.The collection
of airsampleswas completedusinga GeneralMetals Model PS- I atmosphericsampler.The
samplingwas conductedaccordingto BattelleSOP M3-MC-F-1.1. The use of thissystem
allowstheseparatecollectioonf particulataend vapor phase compounds usinga glassfiberfilter

forparticulatmeatterand a polyurethanefoam PUF forthevaporphase.Water samplesfrom drinldngwatersuppliesP,OTW'S, and landfillwsere collectedaccordingtoSOP M3-F-2.0.
Surfacewater sampleswere collectedviadirectsubmersion,tapwater and drinkingwater
suppliedby themunicipalplantwer-ecollectevdiaa valvesystem,and effluenwtas collected

4. RFSULTS
The initiaslurveyoftheMulti-CityStudy resultedinthecollectioonfthemajorityof the samples describedinTables 3 through 5 of the QAPP. Also collectedbut not includedinTables
3 through5 ofthe QAPP were samples forthe clientand a thirdlaboratoryspecifiedby the client.The collectioonf thesesamples tiipledthenumber of water and sediment samples taken.
The samples were collectedand processed inthe same manner asthoseintended forBattelle. The foIlowingsectionsdescribethe resultsof the sample collectioenfforthatoccurredduring

4.1 Sample Matrix Availability
Per clienitnstructionos fooditemswere collecteduringsurvey.Due toschedulingand permit issuesno finfiswhere collecdturingthissurvey.The collectioonfPOTW influenwtas not collecteadteitherClevelandor Decaturdue tohealthconcerns.Both POTV influentstreams availablfeorsamplingcontainedbiologicahlazards.In bothcitiest,hestaffatthefacilities indicatetdhatthechlorinatiopnrocessoccursfollowingsecondarytreatment.
Neitherlandfillleachatenor an alternativseample was collectefdorthemunicipalitoyf Cleveland,'fN. The reasoningthatan alternativseample was not soughtafterisbased on the followinginformation.A discussiowniththemanager ofthelandfililnFebruaryresulteidnthe denialof permissionto collecta sample. During thisdiscussionitwas revealedthattheleachate fro'm thelandfililspumped tothePOTW fortreatment.During subsequentdiscussionwsith ClevelandUtilitieasn offerwas made toremove a manhole coverthatwould allowus accessto theleachateas.iitspumped infrom thelandfillH.owever, becausewe had not been granted permissionitwas decidedthatwe would not collectheleachatesample.With thesample unattainablaend theleachatepumped from thelandfililtreasonedthattheleachatewould not be migratingfrom thelandfilalnd enteringanearby watersource.Therefore,no alternativseite was collected.
Also to be collectedb,ut not includedin theQAPP, was a sample of quiet/undisturbesdurface water.This sampleisintendedforuse in a long-termtransporsttudythatiscurrentlybeing, conducted.In Clevelandwe were unabletocollectthissample becauseaccesswas unavailable tothepond selectedas a samplingsiteasitwas locatedon privateproperty.A sample was collecteadtFlintCreek inDecatur.
4.2 Onsite Observations
Cleveland,TN: The drinkingwaterplantwithdrawallocationisapproximately2 miles east/northeaosfttheplantintheHiwassee River. The locationofthesurfacewater siteisatthe end of Eades or Eads road. One spellingwas observedon a localstreetsignand theother displayedon a localmap. The siteisa small stateaccessarealocatedat'thetipof thepeninsula. The areaappearedhighlyutilizebdy thelocalpopulationforrecreationalctivities.
Decatur,AL: The PiverwalkMarina complex where surfacewaterand sedimentswere collecteidslocatedadjacentto theHighway 72 bridgethattraversetsheTennesseeRiver into Decatur.Thisareaisa highlyactivemarina complex, severalpeoplewere observedfishingfrom thebanks. Severaldead catfishwere observedalongtheshore.A semi-softshelletdurtloef unknown specieswas observedatSite2. At theMorgan County Landfilltheleachatesample was collectefdrom a recentlyconstructecdollectiopnond. Thispreviouslysampled pond

(December 1998)was surroundedby vegetationand accesswould have been extremelydifficult. The pond sampledduringthissurveycontaineda varietyof wildlifleivingin and or aroundit. Severalturtlesm,ultitudesof insectsand larvae,and variousbirdswere observedfeedingatthe pond.

4.3 Instrumentation Results
Air samples were collected using a General Metals Model PS-1 air sampler. According to SOP M3-MC-Fl. 1 the airsampler calibrationisacceptable ifitiswithin 10% of the expected results. To determine the acceptable resultsa calibrationwas conducted in Duxbury prior to the initiation
2 of the study. The initiaclalibrationcurve resultedin an R value of 0.997. The calibration

curves generated in Cleveland and Decatur had R values of 0.997 and 0.996 rrspectively.The percent differencein recorded values from the initialcalibrationranged from -1.92% to 3.70% for Cleveland and 0% to 6.56% for Decatur, respectively.
The locationof each sampling sitewas determined using a Garrnin 12 XL GPS, the resultsare presented in Tables 9 and 10. The accuracy of the GPS unitwas verifiedpriorto departure from Duxbury by comparing a benchmark atBattelleversus the measured location determined by the instrument. The difference the true and measured coordinates was 0.01 kilometers. Following shipment to Tennessee the instrument was reinitialized-.Thiswas conducted atthe Baymont Hotel on May 24h. Within several minutes of the process,the unitwas displaying maps and locationsof the localarea,which indicatedthatitwas working properly. The results of the verificationsfor each sampling day are presented in Table 11.
The resultof the verificationfor Cleveland was a differenceof 0.11 kilometers between the "true" and measured coordinates. Although the verificationisbeyond the acceptance criteriat,he positiondata forthe day willbe considered valid because itappeared thatwhile the instrument was receiving data,the Department of Defense might have adjusted the satellitseelective availability.The instrument did not record a constant position over a five-rriinutpeeriod and the positionappeared to change in a regulated step manner.
The resultof the verificationin Decatur resultedin a differenceof 1.68 kilometers between the true" and measured coordinates. The reference point thatwas used for the verificationwas that

Carr.A conversatiobnetween Ms. Nishiokaand Mr. Carrresultedinan agreementinwhich the client'isdentitwyas revealedinconfidence,and in r-etumwere allowedtocollectsamplesatthe POTW and thedrinkingwaterplant.The agreementwas completedon Wednesday May 26, 1999. Lateron May 26"'duringa conversatiobnetween W. Carr and ScottMacomber, the samplingteam leaderW,. Carrindicatedthathe wanted tospeakto theclientdirectlyM.r. Macomber indicatedthathe would informtheprojectmanager of thesituationO.n May 27thW. Carrdirectlcyontactedthemanager of thelocalmanufacturingplantforfurtherinformation.
Mr. Carr'semployees atthePOTW inquiredseveraltimesaboutwhat we were lookingfor duringour visitothefacilityD.uring thecalibrationftheairsamplerMichaelDeck, an assistanstupervisoarttheplantasked ifwe were samplingforMolybdenum. He revealedthat thefacilithyad dischargeexceedencesin therecentpastdue tolocalindustryinput.
Therewere no otherpertinenctonversaitonssurroundingthecollectioonf samplesatthevarious facilititehsatwere sampled. During thecourseof collectinsgurfacewatersamplesinboth Decaturand Cleveland,members of thegeneralpublicinquiredaboutthesamplingeffort.In each casea generalanswer was offeredand allinterestepdartieswere satisfied.
