Dear Dr. Kehoe: I am sorry for the delay in replying to your letter of June 21st but Mr. Webb was away for a while and I had to await his return to show him your letter and then I have been home for a week. All of this is with reference to the blending of aviation gasoline at Vancouver. ^ We have known of this situation for the past three months and took it up strongly with the officials of Imperial at Toronto to get them to correct it. They "hemmed and hawed" and promised to take the necessary steps to correct it but the orders had to go through a number of hands and the usual delay, that it seems impossible to get away from with this company resulted. Charlie Boyle was right on the job at 11 -- - times and was urging us weekly to get the necessary action taken. About two weeks ago we received a letter from Fitz Gerald, our Division Manager in Toronto, in which he advised that definite instructions had gone forward and, at the same time, we receivea a letter from Charlie Boyle that these instructions had been received and that they immediately set to work to correct the matter. Year Mr Mittnacht: I have just had a conversation with Doctor Sanders, who returned from the coast in ray absence, who reports to me that the mixing of special batches of aviation Ethyl Gasoline is being done at Vancouver in a very bad fashion. Small quantities of fluid are being taken out of our regular drums of ETHYL fluid, the fluid being permitted to run into an open container by means of which it is then emptied, into special batches of gasoline. Attention was called to this matter in a letter written by Doctor Sanders to Mr. Ewing in October. This letter 'was acknowledged a little later" in October by Mr. Ewing 'who. promised that this mixing should be done from that time on in the fashion that had been outlined previously. That is, by means of the eductor system. Despite this correspondence the old method of making these mixes has continued, whether with Mr. Boyle* s approval or not I can not say. This is a deplorable situ ation. The mixing equipment at the refinery is.splendid as to automobile Ethyl Gasoline, but the mixes of special batches occur more frequently than does the mixing of Ethyl Gasoline and this constitutes an hazard which makes the precautions of the larger bulk mixing absurd. This must not be permitted to exist. If it is Mr. Boyle*s fault he deserves a very sharp reprimand. If it is the fault of the management at Vancouver it is up to us to let them know that we have no intention of letting such methods continue. It has been many months since the promise was made to clear this up. Nothing worthy of mention has been done and unless some effort is made to immediately change this process, we must forbid the mix ing of aviation gasoline at this point. I have not writ ten either Mr. Boyles or the management at Vancouver. I would suggest that you get in touch with Mr. Boylos, making it perfectly plain to him that he must do something at once, for this constitutes the 'worst situation that vm have to deal with at any point between Cincinnati and the west coast, and I can not understand what has happened to allow such a condition to persist. .
