Dear Mr. Payne:
Your letter of August 19, 1986, addressed to Ms. Shawn M. Medvin, has been forwarded to me for my attention. As you are aware, the Federal 0SHA has recently lowered the asbestos exposure standard from 2.0 f/cc to 0.2 f/cc. However, our most recent asbestos survey (copy attached) has revealed that only nine out of thirty (i.e., 307.) airborne asbestos samples tested in Stockton plant were in excess of the new OSHA standard of 0.2 f/cc. The situation was even better at the Denison plant, only two out of thirty-one (i.e., 6.45%) airborne asbestos samples tested were in excess of 0.2 f/cc. In other words, the airborne asbestos concentrations of most samples tested were below the new OSHA permissible exposure limit of 0.2 f/cc averaged over an eight-hour time period. Even for those workers who have been exposed to airborne asbestos concentrations greater than 0.2 f/cc, are well-protected by respirators.
In fact, ESIS, Inc. has already conducted an asbestos survey for Stockton Plant in this past August and will do the same thing for Denison plant this month.' We will, again, examine the survey data when they become available in the near future.
It should be further noted that the airborne asbestos concentrations can be greatly reduced by maintaining an effective ventilation system and following established

proper work practices. In addition, workers' exposure can also be minimized by shortening the work shift (i:e.', the exposure duration) and wearing respirators.
In summary, the J-M . A/C pipe operation is still in good shape; most sampling stations are in compliance . with the new 05HA exposure standard, and all related workers are properly protected by respirators.
If you still have doubt, I suggest that a meeting be scheduled in the near future. All parties involved can then discuss this matter in greater detail:
