Minutes of the December 7, 1962 meeting were approved. 2. Rules of Organization and Procedure The draft for the Committee's rules of organization and pro cedure as prepared by Drs. Sutton and Golz at a meeting at MCA offices on February 20, 1963 was discussed and a final copy unanimously ap proved. The secretary was requested to submit this copy to the Board jpf Directors for approval (see attachment). !3. Appointment of Officers Subject to approval by the Board of Directors, the Committee Unanimously appointed Dr. A. J. Fleming of E. I.du Pont de Nemours chairman for the period June 1, 1963 to May 31, 1965. . Membership In accordance with the system of membership rotation incorporated .in the new rules of organization and membership, Dr.. R. E. Kelly and br. T. W. Panel Session at MCA Semi-annual Meeting It was agreed to develop a panel session on "Executive Health" for the MCA semi-annual meeting to be held in New York on November 26, 1963. Dr. Fleming undertook to arrange for speakers and thought the topic might well be covered in speeches dealing with the meaning of stress disease, stress disease in company executives, and how to maintain executive health. Other approaches were also discussed include the possibility of a paper on emotional health in executive personnel. 6. Questionnaire on Toxicity of Missile Chemicals The secretary agreed to forward to all Committee members a copy of the report on the questionnaire sent by the Technical Subcommittee on Chemical Propellant Safety to manufacturers of fluorine, UDMH, hydrazine, pentaborane, chlorine trifluoride, and nitrogen tetroxide. See attachment. 7. Chemical Safety Data Sheets Dr. Golz stated that the medical management sections of the chemical safety data sheet on acrylonitrile should be revised. The secretary undertook to ask Mr. S. F. Spence of American Cyanamid Co. if the technical sections should also be revised 8. Carcinogenic Effects of Plastics Reference was made to a bibliography developed by UCC on Implantation of Polyethylene and Other Plastics in Animals. In his letter, Dr. Nale pointed out that the Food and Drug Administration has not accepted evidence of a high incidence of sarcomas resulting from the placing of plastic films around rat kidneys as being applicable to uses involving ingestion, and thus have considered polyethylene, vinyl, etc. as suitable for food packaging. It has likewise been shown that the wax coatings on milk car tons are not carcinogenic (See TOXICOLOGY AND APPLIED PHARMACY, January 1963) though the incidence is alleged of cancer in work men exposed to crude wax in their manufacture. 9. Votes of thanks were expressed to Dr. R. E. Kelly and to Dr. T. W. Nale for their services to the Committee both as CIUIA 039780 MAC - 43 members and as chairmen. 10. Next Meeting It was agreed to hold the next meeting in September or October 1963 at a time and place to be decided by the chair man. Minutes subject to approval FGS:cm 4/2/63 RULES OF ORGANIZATION AND PROCEDURE OF THE MEDICAL ADVISORY COMMITTEE OF THE MANUFACTURING CHEMISTS' ASSOCIATION, INC. Approved by The Committee March 18, 1963 Note: The following specific rules of organization shall be in addition to and shall not in any way be ^contrary to the general rules of organization and procedure approved by the Board of Directors for all MCA committees. El. name The name of the Committee shall be: MEDICAL ADVISORY COMMITTEE OF THE MANUFACTURING CHEMISTS' ASSOCIATION, HEREIN CALLED "THE COMMITTEE" INC. F2* PURPOSES The purposes of The Committee as delegated to it by the [Association shall be: 2.1 Advise the Board of Directors regarding any health hazards to workers in the chemical industry and to consumers of the industry's products. 2.2 initiate health programs or investigations as applicable to the industry. 2.3 Advise and collaborate with other committees or the staff of MCA on any matters pertaining to the health of employees and consumers. 2.4 Exchange professional information of a medical nature con cerning health problems peculiar to the chemical industry. 2.5 Assemble data referable to health problems unique to the industry. 2.6 Assist member companies in the establishment or revision of existing health services. MEMBERSHIP 3.1 The membership of The Committee shall be limited to 8 representatives of member companies who are doctors of CMA 039782 -2- medicine employed on a full time basis for the purpose of providing a pr ventive occupational health service for their respective companies, 3.2 All proposals for membership shall be considered for approval first by The Committee and second by the Board of Directors. The Committee will consider all propos als for membership on the basis of the individual's training and experience in occupational health. The Committee will attempt to maintain a balanced repre sentation, including a Canadian representative. 3.3 Two eligible new or former members will be elected each year to serve a four year term. At the end of his four year term a member is not eligible for reappointment nor can he serve as a member of The Committee for the follow ing twelve months except to complete his term of office as chairman or to fill a vacancy existing because a qualified replacement is not available. 3.4 A vacancy on The Committee may be filled at any time by electing an eligible new or former member to complete the unexpired term of the former incumbent. Since those elected to fill vacancies will not have completed a four year term, the 12 month ineligibility rule under 3.3 for reappointment is waived. 3.5 Proposals for membership will be accepted and processed at any time whether or not vacancies exist. Those who are accepted will become members as vacancies arise. 3.6 A member who fails to attend a total of two meetings during any two year period will be automatically suspended. If there are extenuating circumstances for his absence, The Committee may reinstate the member by majority vote. 3.7 The present Committee members will be retired in ac cordance with their length of uninterrupted service on The Committed. Those with the longest service will be the first to be released to permit the election of two eligible new or former Committee members each year. 3.8 Election of new members and officers will take place at the annual Spring meeting and will be effective from June 1 of that year except as provided by 3.4. 4. OFFICERS The Committee shall elect its own chairman who shall serve for a period of two years. MA 039783 -3- MEETINGS 5.1 There will be no less than two regular meetings in any year. 5.2 Representatives of member companies may attend any regu larly scheduled meeting provided the chairman is advised beforehand.
