General Facility and Process Description: The Evaporation Pit Systems, also known as Barquin Pit, facility (Facility) is a COWDF that was not in operation at the time of the inspection, but it has previously received RCRA Subtitle C-exempt E&P oilfield waste for storage, treatment, and/or disposal. The Facility was not issued a permit to operate a COWDF by the Wyoming Department of Environmental Quality (WDEQ). The Facility includes one evaporation pond, a netted settling (slop/skim) pond, and an un-netted settling pond. TOUR INFORMATION No opening conference was conducted because no site representatives were present at the time of the inspection. Facility Name: Barquin Pit a.k.a. Evaporation Pit Systems Facility Location: 43.230482, -108.850657 Date of Inspection: August 19, 2021 Areas of the Facility toured: x evaporation pond x netted separation pond x un-netted separation pond Data Collected and Observations: Upon arrival at the site, the gate to the Facility was open, but no site representatives were present. At the un-netted separation pond, I observed that oily waste was floating on the surface of water. The pond was surrounded by intact, durable fencing, but it was not covered across the top and so it was accessible to birds. At the netted separation pond, I observed that the netting was in very poor condition with large holes and large sections of the netting dipping into oily waste floating on the pond surface. This pond was also surrounded on all sides by intact, durable fencing. I did not observe oil in the evaporation pond, which was mostly empty, but it did contain a small amount of standing water. Oily waste that is not physically restricted from access by birds and other wildlife is a concern because of the potential for injury or mortality. Specifically, the large amount of oil on the unnetted settling pond and the poor condition of the netting over the netted settling pond pose a potentially serious threat to birds and other wildlife. CLOSING CONFERENCE No closing conference was conducted because no site representatives were present. AREAS OF CONCERN Oil that is not physically restricted from access by birds and other wildlife is a concern because of the potential for injury or mortality. Specifically, the large amount of oil on the un-netted settling pond and the poor condition of the netting over the netted settling pond pose a potentially serious threat to birds and other wildlife.
