The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has one, jacketed (Total Containment), underground storage tank (UST) with two compartments. One compartment has a 7,000-gallon capacity and the other compartment has a 5,000-gallon capacity. Both compartments store unleaded fuel. Facility piping is safe suction, fiberglass reinforced plastic (FRP). Inspection Narrative On August 26, 2025, the EPA UST program personnel conducted an inspection at B&S Quick Stop in Brockton, Montana. The EPA last inspected the Facility on May 19, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with the Facility operator on August 8, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 2:25 p.m. MDT. Ms. Grabowski introduced herself to the Facility representative and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Photographs of UST system components taken during the inspection are in Attachment B. Copies of operation and maintenance records are in Attachment C. 2050031 - B&S Quick Stop Page 1 of 3 8/27/2025 UST Inspection Tank Leak Detection Tank leak detection is conducted by manual monitoring of the tank interstice with a gauge stick. Records of monthly interstice checks were maintained onsite from September 2024 - August 2025. The gauge stick is checked for operability at least annually during the annual walkthrough. Piping Leak Detection Piping leak detection is not required at the Facility since the UST operates with safe suction. Cathodic Protection Cathodic protection (CP) is not required at the Facility. The portion of tanks and piping that are in contact with soil are constructed from non-corrodible materials. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The spill buckets were tested and passed on April 4, 2024, and the test record was maintained onsite. The overfill prevention equipment (flapper valves) were also tested and passed on April 4, 2024. The test record was emailed to the EPA inspector on September 2, 2025. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly and annual walkthrough inspections records from the last 12 months were maintained onsite. The last annual walkthrough was conducted and documented on January 18, 2025. Operator Training is the designated Class A/B operator and training certificates were maintained onsite. Several individuals are designated and trained as Class C operators with documentation also maintained onsite. Financial Responsibility B&S Quick Stop uses the Montana state fund as a financial responsibility (FR) mechanism. A certificate of FR, as well as the DEQ operating permit, were maintained onsite at the time of inspection. The Facility also maintains private insurance coverage for the fund deductible. Physical Observations The EPA inspector viewed the spill buckets/fill pipes, interstice riser, and dispensers. Flapper valves were visible in the fill pipes and spill buckets were clean and dry. Both under dispenser areas appeared dry. The EPA inspector checked the interstice with a gauge stick, and it was dry. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment D), which represents initial compliance recommendations at the time of the inspection. Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Ms. Grabowski provided the Facility representative with the deficiency form and retained a carbon copy for recordkeeping.
