I met with Talia Clark, HSE tech, and Juan Tejada, area superintendent, serving as company representatives for CapturePoint, LLC. I presented my credentials to Mrs. Clark and informed her that this was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1336726) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other federal, state, or local agency representative present at the time of the inspection. Mrs. Clark accepted an invitation to participate in the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC NBU 57 battery where a 6-inch diameter steel injection line developed a hole, releasing produced saltwater to the land, the spilled saltwater ultimately flowed into a nearby unnamed stream. CapturePoint, LLC representatives estimated the amount of spilled fluid to be approximately 135 barrels of produced saltwater. The spill originated approximately 500 feet North of the NBU 57 Battery. The impacted stream traveled from the North to Southwest and passed just off the West side of the NBU 57 battery. Section II - OBSERVATIONS I observed the 6-inch diameter steel flowline which was the Release Point (GPS 36.793506, -96.730364) for the spill. Prior to the inspection, the operator had installed a temporary repair clamp on the compromised line which I observed at the beginning of the inspection. I observed an area of impacted soil and grass around the release point, the spill traveled approximately 20 feet South then approximately 75 feet Southwest and continued to impact the land and grass along the flowpath. Using a properly calibrated YSI Pro 30 Conductivity Meter, I observed a "background" TDS field reading of 117.4 mg/L along the impacted stream, this measurement was taken upstream from the Point of Entry (POE). I observed a TDS field reading of 206.4 mg/L at the POE (GPS 36.793396, -96.730699). I observed an elevated TDS field reading of 2,809 mg/L at the first temporary containment dam (GPS 36.791573, -96.731685) which was located approximately 250 yards downstream from the POE, this was the highest TDS field reading observed during the inspection. I observed a vacuum truck removing elevated TDS waters from the pool of water at the first temporary containment dam. Additional TDS field readings of 898 mg/L (GPS 36.789989, -96.733124), 610 mg/L (GPS 36.787883, -96.736947) and 562 mg/L (GPS 36.786503, -96.739391) were taken as spill impacts were observed further downstream. I observed 4 temporary containment dams which had been placed by the operator as part of the containment and clean-up efforts. 2 CapturePoint, LLC / North Burbank Unit 57 Battery Inspection Date 05/26/2022 I followed the spill impacts downstream through elevated TDS field readings to the point where the impacted stream flowed into a larger stream (GPS 36.786503, -96.739391), the impacted stream measured 562mg/L TDS just before flowing into the larger stream. I observed a TDS field reading of 364 mg/L in a pool of water just upstream from the confluence of the primary impacted stream and the 2nd larger stream which it joined, this measurement was taken in the larger receiving stream. The larger stream had significant instream flow during the inspection. The final TDS field reading was taken downstream from the confluence of the primary impacted stream and the second larger receiving stream in a large pool of water which measured 316.4 mg/L (GPS 36.786186, -96.739748). I did not observe any additional spill impacts beyond the last TDS field reading. Section III - AREAS OF CONCERN EPA Region 6 inspector Matthew Allen conducted a closing conference with CapturePoint, LLC representative Talia Clark on 05/26/2022, at approximately 11:30 AM at the end of the inspection. During the conference I conveyed the primary area of concern being the capture and removal of waters with elevated levels of TDS from the impacted stream, with intentional effort focused in the area around the first temporary containment dam which represented the highest elevated TDS measurements observed during the inspection. I also noted the need to remove brine contamination from the flowpath between the Release Point and the Point of Entry as an area of concern. Section IV - FOLLOW UP No additional information was received by EPA after exiting the Facility on 05/26/2022. Inspector will schedule follow up actions if additional areas of concern are reported.
