Dear Dr. Kehoe:
Enclosed, please find one copy of technical notes from the Associated Octel Company Limited, Research and Development Department, entitled, "The Decontamination of Sludge from Leaded Gasoline Storage Tanks - Experience to the End of 1961."
These recommendations are at complete variance with those made by the Ethyl Corporation Medical Director, at the Medical Advisory Committee Meeting API in Chicago, on November 18, 1962.
Since we procure our supplies of TEL and TML, at present, from Octel, we are obligated to follow their recommendations regarding sludge disposal. From a recent inquiry to their Medical Director, he replied that Octel, still, does not recommend sludge weathering methods. Since I do not agree with Octel*s report, I have recommended that Aramco attempt a trial of sludge weathering as proposed by Dr. Princi; and, to obtain both sludge and atmospheric samples for analysis by the Kettering Laboratory on a contract basis.
This project would occur in January, or February, of 1964, and could be correlated with local meteorolgica! studies as well.
Should this project interest the Kettering Laboratory, we would advise Mr. Felix Pretsch, our Industrial Hygienist, presently on vacation in the United States, to visit and discuss the technical details of this program with your personnel.
