The agency made the suggestion to industrial users of PCBs. which are moat commonly used as insulators lor transformers and capacitors in electri cal equipment. PCBs. a chemical family derived from bensene. are known to cause severe human ailments such as skin dtsease and liver problems, and laboratory tests with monkeys have shown s high incidence of reproductive failure. EPA officials said that PCB waste# must be burned in s special Incinerator at prescribed temperatures and oxygen levels and that a scrubber must be in stalled to trap pollutants that oould be released Into the atr. ' Last December the agency asked In dustrial users to voluntarily cut back on PCBs but didn't ban their use. Adequate substitutes don'l yet exist. EPA Admin istrator Russel Train said. At that time.
