SUBJECT: SUPPLEMENTAL INFORMATION ON ASBESTOS COMPLIANCE
Please find attached for your information a schedule of EPA sponsored courses on asbestos control. You will recall that HS&E's guidance on com plying with the new OSHA regulation included a recommendation that loca tions which engage in major removal operations and establish regulated areas have at least one person attend such a course. This training would aid in meeting the competent person requirement included in the regulation.
'"Competent person' means one who is capable of identifying existing asbestos, tremolite, anthophyllite, or actinolite hazards in the workplace and who has the authority to take prompt corrective measures to eliminate them, as specified in 29 CFR 1926.32(f). The duties of the competent person include at least the following: establishing the negative-pressure enclosure, ensuring its integrity, and controlling entry to and exit from the enclosure; supervising any employee exposure mon itoring required by the standard; ensuring that all employees working within such an enclosure wear the appropriate personal protective equipment, are trained in the use of appropriate me thods of exposure control, and use the hygiene facilities and decontamination procedures specified in the standard; and en suring that engineering controls in use are in proper operating condition and are functioning properly."
Alternately, this training may be of value to those individuals respon sible for defining specific job requirements for contractors or who evaluate contractor OSHA compliance.
Please note that equivalent courses may be available locally through various organizations.
