Talcum powder shall consist of clean, odorless or mildly perfumed, finely powdered cosmetic grade talc. It may contain a mild perfume and anti' bacterial agents. ---------- - 3.2 Physical and chemical requirements. The talcum powder shall conform to table 3. QUALITY ASSURANCE PROVISIONS k.l Resnonsibility for Inspection. Unless otherwise specified la the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified,in the contract or order, the contractor may use his own or any other facilities suitable for the perform ance of the inspection requirements specified herein, unless disapproved by the Covernaent. *i.2 Quality conformance inspection. *(,2.1 Examination of preparation for delivery. Packaging, packing, unitiaation (when furnished) and marking shall he examined to determine compliance with the requirements of section 5. Sampling and acceptance shall be in accordance with MIL-8TD-105, inspection level S-2, acceptable quality level (AQL) of fc.O percent defective. The sample unit shall be one shipping container fully prepared for delivery. *(.2.2 Examination of the talcum powder. The talcum powder shall be examined for net weight per container and compliance with 3.1. Sampling and acceptance shall be in accordance with MIL-STD-105, inspection level S-l, AQL of 4,0 percent defective. The sample unit shall he one container. U.2.3 Testing of the talcum -powder. The talcum powder shall be tested in accordance with the test methods in *(.3 for the requirements of Bection 3. Failure of the talcum powder to pass any of the tests shall be cause for rejection of the lot. In case of failure, report numerical point of failure or description of failure, as applicable. *(,3 Test methods. k.3.1 Talc identification. Test the sample as specified in the identification test for talc in the CTFA Specification for Cosmetic Talc. *.3.2 Loss oa ignition. Veigh 1.9-2.1 g of the sample to the nearest mg in a tared platinum crucible provided with a cover. Heat gradually, then ignite at red beat to constant weight. Calculate the percent of the original weight lost on heating. Hake two determinations. k.3.3 Water soluble substances. Veigh 10-11 g of the sample to the nearest mg into a 100 ml flask. Add 30 ml of distilled water and boil for 30 minutes, adding distilled water from time to time to maintain approximately the original volume. Filter through quantitative filter paper. Evaporate the filtrate to dryness in a tared beaker and dry at 105 C for 1 hour. Using the weight of the residue, calculate the weight percent of vater soluble substances in the original sample. i.3.*( pH. Place 10 g of the talcum powder in a beaker and add 50 ml of freshly boiled and cooled distilled vater. Stir for $ minuteB. Measure the p with a pH meter and appropriate electrodes that have been standardised at pH ^ and pH 10 with standard buffer solutions. k,3.5 Fineness. Dry a Ho. 100 and a Ho. 200 US Standard slave in an oven at 105 to j: 0C. Cool the sieves and weigh. Heigh 30 +, 1 g of talcum powder to the nearest mg, moisten with alcohol and then add 100 ml of vater. Hash this mixture through the Ho. 100 sieve onto and through the No, 200 sieve using a gentle stream of vater and stirring gently with a camel's hair brush until no more of the talcum powder passes through the sieve. Detach the Ho. 100 sieve and wash the talcum powder through the Ko, 200 sieve as above. Dry the sieves at 105 to 110 for 1 hour, cool, and veigh. Based on the increase in the weight of each sieve and the weight of the sample, calculate the percent of talcum powder retained on each sieve. 3 WCD 001681 U -T-30D U.3.6 Boric acid. Test for boric acid by the following qualitative test: b.3.6.1 Turmeric paper. If turmeric paper is not available, it may be prepared follows,' Add 00 ml of do percent alcohol to 1.5 - 2.0 g turmeric powder in 250 ml glass Erlenmeyer. Shake 5 minutes and filter. Dip sheets of Whatman Bo. 2 filter paper into the clear filtrate in a flat-bottomed dish (petri dish). Hang paper to dry. After 1 hour, cut into Btrips and store in tightly stoppered containers p.rotec from light. b.3.6.2 Qualitative test. Add about 1: g of talcum powder to 100 ml distilled wa in banker. Heat with stirring to boiling and allov to cool. Add 3 ml 0.5 H HC1. Immerse strip of turmeric paper into acidified liquid, and let paper dry spontaneous it borates or boric acid are present, paper turns characteristic red. Confirm prese Of borates by adding a drop of ammonium hydroxide to paper which should turn dark bl green. A drop of hydrochloric acid will restore the red color. Jt,,3j7 Fibrous am-phibole. Test for the presence of fibrous amphibole as specifiei in CTFA Test Method 4-1 - Asbestiform Amphibole Minerals in Cosmetic Talc. 5. PREPARATION FOR DELIVERY. 5.1 Packaging. Packaging shall be Level A or Commercial, as specified (see 6.2} 5.1.1 Level A. 5.1.1.1 Unit Container. The talcum powder, in average net content specified (se< 6.2), shall be packaged in a metal or plastic container with a sifter top cover. The container shall be-closed to prevent sifting of the product, 5.1.1.2 Intermediate container. Four, six, eight, or twelve unit containers shal he intermediately packaged in a paperboard box. The box shall he closed to prevent accidental opening. 5.1.2 Commercial The talcum powder shall be preserved and packaged in accordant with normal commercial practice. The complete package shall be designed to protect the item against damage during shipment, handling and storage. 5.2 Packing Packing shall be Level A or Commercial, as specified (see 6.2). 5.2.1 Level A . Forty eight (1(8) unit containers, intermediately packaged as specified in 5.1.1.2, shall be packed in a hox conforming to FPP-B-636, class weather resistant. The box shall he closed, waterproofed, and handed in accordance with the appendix to PPP-B-636, 5.2.2 Commercial. The packaged talcum powder shall he packed in fiberboard boxes to insure delivery at destination, to provide for redistribution by the initial receiving activity, and shall be accpetable by common carrier under the Rational Moto Freight Classification or Uniform Freight Classification, 5.3 Unitization, When shipments to Government depots are full car or truckload, the shipping containers shall be unitized to facilitate handling in accordance with normal commercial.practice.
