Vinyl Chloride Exposure - Refinery Dockhands
Personnel dosimeter test results on two Refinery dockhands involved in the April 16, 1975 loading of the VCM vessel "Sigurd Jorsalfar" were in excess of the 1 ppm TWA allowed by OSHA Standard, Title 29, Chapter XVII, Part 1910.939, Standard for Exposure to Vinyl Chloride. Section (M){3) of this standard requires notification of these employees, in writing, within ten working days of such exposure. In addition, steps that are being taken to prevent such exposures in the future are to be included as part of the notification letter.
I am attaching a standard format letter we use at the VCM Plant to inform any of our employees who are exposed to VCM in excess of allowable limits for your consideration and use.

This~letter is to notify you that the results of your personnel dosimeter testing of April 16, 1975 indicate you were exposed to a vinyl chloride concentration in excess of 1 ppm TWA. Your dosimeter results indicated an exposure of 86.12 ppm TWA occurred on the above-mentioned date. A review of the job functions being performed during the testing period would in dicate your exposure occurred while you were operating the vent recovery unit during the loading of the vessel "Sigurd Jorsalfar." As required by dock safety procedures, you were protected by fresh air during this opera tion.
This notice is in compliance with the OSHA Standard, Title 29, Chapter XVII, Part 1910.939, Section (M)(3), Standard for Exposure to Vinyl Chloride.
Corrective action that is in the engineering stages to eliminate the potential of exposure during this operation include:
1) Replacement of valves in the vent recovery area with units with better packing and sealing features.
2) Automation of vent recovery system to eliminate necessity to be in the immediate area of the equipment to properly operate
it.
3) Installation of a vent line from the dock area to the VCM Plant.
4) Installation of a fixed point G.C. monitor at the dock to monitor VCM levels during ship loading.
