At the facility, EPA Region 6 Inspectors and Louisiana Department of Environmental Quality (LDEQ) personnel, Matt Carlson and Tawni Elmore, met with Mr. Shawn Barton, Wastewater Treatment Superintendent, for City of Bossier City for the opening conference, where the lead inspector presented credentials, informed Mr. Barton of the EPA Region 6 inspection and the authority to inspect, and outlined the process of the inspection. The inspection was conducted to determine compliance as authorized by the Clean Water Act (CWA) Section 308 and implementing regulations, as well as the facility's compliance with its Louisiana Pollutant Discharge Elimination System (LPDES) Permit No. LA0053716 (AI #8832; effective 06/01/2023). This report is based on information supplied by the City of Bossier City (permittee), direct observations made by the EPA Region 6 inspectors, records and reports maintained by the permittee and other information including, but not limited to: photographs taken by the EPA Region 6 inspector; physical evidence collected by the EPA Region 6 inspector; measurements taken by EPA Region 6 inspector; verbal or written statements made by information supplied by facility representatives during or subsequent to the onsite inspection; and materials, processes, data, photographs, or documents shown, demonstrated, and/or submitted to the EPA Region 6 inspector by facility representatives during or subsequent to the onsite inspection. In addition, information gathered prior to or after the inspection from a review of EPA, State, and/or public records may be included in this report. This inspection was an EPA-lead Compliance Evaluation Inspection (CEI), which also provided training to new LDEQ staff. At the opening conference, the EPA inspector also informed the facility representatives of the objectives of the inspection and explained that the CEI was being conducted to determine compliance status with permit conditions and other program requirements, verify the accuracy of information submitted to EPA and/or LDEQ, and verify the adequacy of sampling and monitoring conducted by the facility. FACILITY DESCRIPTION The Red River WWTP is a publicly owned treatment works (POTW) serving the western and southern portions of Bossier City, including Barksdale Air Force Base. The treatment facility consists of metered influent pumps with mechanical bar screens for course screening and trash removal prior to the facility's headworks; additional mechanical bar screens and grit washing/removal at the headworks; two activated sludge Orball oxidation ditches with aeration and retention for nutrient reduction; three final clarifiers for sludge returning/wasting; a scum mat for floatables at the clarifiers; Ultraviolet (UV) disinfection; floating media at the effluent chamber for algae control; minor post-aeration; automatic sampler for effluent; metered effluent pumps; and offsite sludge handling with polymer addition and belt presses prior to hauling dried Class B bio-solids to sanitary landfill. Effluent is discharged to the Red 2 City of Bossier City / Red River WWTP (LA0053716) Inspection Date 04/24/2025 River (subsegment 100101). Section II - OBSERVATIONS After the opening conference, Mr. Barton conducted a facility site overview that started in the control room. The facility is fully automated, and it is equipped with alarms at each treatment component. From the control room, Mr. Barton proceeded with a walk-through of the treatment facility starting at the metered influent pumps and ending at the metered effluent pumps prior to discharge to the Red River. The offsite sludge handling operations were observed without Mr. Barton being present. I observed the mechanical bar screens associated with the influent pumps, the influent pumps (one gravity flow and three force mains), the odor control system for the influent, and the internal magnetic flowmeter for the influent pumps, see Photos No. 2 through No. 5. I observed the headworks for the facility, which included additional mechanical bar screening and grit washing and removal, see Photo No. 6. I observed both Orball oxidation ditches for activated sludge (biological treatment), see Photos No. 7 through No. 10. The outer ring of the oxidation ditch is used for nutrient reduction (anoxic zone) with Oxidation-Reduction Potential (ORP) measured to control the velocity of the rotors in the oxidation ditch. The inner ring of the oxidation ditch is used as equalization during high-flow events, which keeps 3 City of Bossier City / Red River WWTP (LA0053716) Inspection Date 04/24/2025 desired activated sludge from washing out of the system. Activated sludge from the inner ring is routed back to the outer ring for treatment. The facility was built for expansion, and I observed only one of the two oxidation ditches in use at the time of the inspection. I observed three final clarifiers (Tow-Bro brand) and their individual components for activated sludge returning and wasting, see Photos No. 11 through No. 15. The clarifier is designed for top-bottom feed, and activated sludge flows down from the inner baffle to the bottom of the clarifier. The bottom racker arm of the clarifier is equipped with a torque sensor to monitor sludge buildup. Sludge is either returned to the oxidation ditch or wasted to the offsite sludge handling facility. Sludge depth is measured with a sludge judge and maintained at one third (1/3) of the total clarifier depth. The outer ring of the clarifier, which includes a baffle and effluent weir, is completely covered to reduce algae growth. A skimmer arm at the top of the clarifier removes floatable scum and trash. Clarified effluent is routed to either UV disinfection or to be used onsite for cleaning purposes. The facility was built for expansion, and I observed only two out of three clarifiers in use at the time of the inspection. I observed the "scum beach" that receives floatable scum and trash from the final clarifiers, see Photo No. 16. The scum beach is a drying bed with a tile surface and mixed media for filtration with an underdrain system to route water back through the system. I observed the UV disinfection unit (Trojan brand) for the effluent from the final clarifiers, see Photo No. 17. The UV system is on maintenance and replacement schedules to ensure bulbs are properly cleaned and operating. I observed two of the three UV tracks in use during the inspection. I observed the metered effluent pumps (six total), floating media for algae control, concrete postaeration and baffles, and the auto-sampler for effluent sampling, see Photos No. 18 through No. 21. Effluent is sampled after UV disinfection and flow measurement. Flow measurement is achieved via magnetic flowmeter with a volume that is totalized using SCADA. I observed one of the belt presses at the offsite sludge handling facility, see Photo No. 22. Wasted activated sludge is thickened with polymer and pressed by belt press to remove excess water. The Class B bio-solids are stored undercover to continue drying prior to being hauled to the Mundy Landfill. I observed the permitted septic tank hauler delivery system located at the facility, which is prior to the influent pumps, see Photos No. 23 and No. 24. A passcode is provided for hose hookup once the hauler is verified to have a valid permit from the facility. The waste is measured for pH prior to disposal into the treatment plant collection system, and any acidic/basic measurement requires chemical adjustment before waste is accepted into the collection system. Haulers are responsible for maintaining the cleanliness at the delivery system, and there is an enforcement process established by Bossier City. I observed the onsite generator used during emergency situations to keep the facility running during possible outages, see Photo No. 25. Section III - AREAS OF CONCERN I observed no areas of concern (AOC) at the time of the inspection. However, LDEQ personnel noted loose grit from the waste dumpster in proximity of a storm drain, and they recommended that Mr. Barton increase housekeeping measures in that area of the facility. 4 City of Bossier City / Red River WWTP (LA0053716) Inspection Date 04/24/2025 The records obtained from the facility were reviewed offsite (office), and there were no areas of concern noted with the records submitted by the facility at the time of the review. Closing Conference During the closing conference with Mr. Barton, Wastewater Treatment Superintendent, for the City of Bossier City, EPA Region 6 and LDEQ inspectors discussed the AOC, noted above, during the inspection. The EPA Region 6 inspector, Kerri McCabe, contacted facility representatives via email on the following dates regarding requests for additional documents: 05/05/2025 and 06/04/2025 (see Section IV of this report for additional details).
