We met with at the Opening Conference. I presented my credentials to and informed him that this was an EPA inspection to determine facility compliance with the Clean Water Act. The scope of the inspection is a Compliance Evaluation Inspection. FACILITY DESCRIPTION is an unpermitted facility that has approximately 120 cattle. At the time of the inspection, according to , the facility was milking 60 cows. In addition to the milking cows, notified us that there were approximately 10 head of dry cows, 30 heifers, and 20 calves. The cows are milked twice per day and between sessions kept in pasture. Section II - OBSERVATIONS Coordination with NRCS: informed us that he had requested NRCS assistance, but had been told that his dairy was not a priority. noted that the last time he received assistance from NRCS was approximately six years ago when they came to pump out his lagoon. Retention Control Structure(s): At the time of the inspection, had one Retention Control Structure (RCS). We observed that this RCS had a substantial buildup of solids, trees rooted within the embankment, and nutria holes within the berms. Land Application Areas: had approximately 210 acres to which he could apply wastewater solids and liquids. Dewatering Equipment: informed us that he had a pump for dewatering, but that it was in disrepair and had not been used for several years. Mortality Management Area: The mortality management area for production area. was located in an old road bed north of the Commodities Storage: stored his corn in bins and hay in pasture. 2 EPA Inspection Report - 3 of 6 Inspection Date: 10/17/2017 Section III - AREAS OF CONCERN x The RCS had a substantial buildup of solids, trees rooted within the embankment, and nutria holes within the berms. At the time of the inspection, we observed no seepage or overflow from the lagoon, however, the above factors often contribute to the development of a lagoon seep and/or overflow.
