Important update info from Richard Irons BHRC Technical Committee - Information from Dr. Richard Irons, subsequent to the BHRC-TC Conference Call discussion this past Friday (Nov 07)... UCHSC Grant 1) Budget "caps" for UCHSC subcontracts were set based on the original pre-SRP program budget, and some of these have nearly run out. Even though UCHSC has -$2MM in the bank, these subcontracts cannot be easily modified without formal documentation of the new approved UCHSC budget. 2) Action: UCHSC needs a formal letter from API, stating the revised/increased total UCHSC budget and anticipated payment schedule. UCHSC Interest 1) UCHSC will refund interest earned on Dr. Irons on-deposit grant funds, if the Consortium writes to state that it is standard policy to collect all interest on deposited funds. 2) UCHSC may balk at this, however, because of the non-standard reduced indirect/overhead charges that were negotiated on this grant. T&E Budget 1) Dr. Irons' current budget (Oct 272003) for T&E, extended 1.5years through 2Q07, totals $1.41 MM 2) Richard claims that this T&E budget was revised from $1.23MM (Jan 2001) to $1.59MM (Dec 2001), during the overall program adjustment to incorporate SRP research add-ons. (I have not found this documentation) 3) Thus the new $1.41 MM budget represents either a 12% savings (over $1.59MM), or a 11 % increase (over $1.23MM) T&E Contract 1) Richard will accept either a "travel advance" contract, as current, or a "per-diem advance" contract at NIH's Shanghai rate (-$100/person/day). He cannot afford to personally advance travel expenses for 8-12 UCHSC scientists, and states that the current contract saves the Consortium considerable money vs. the per-diem approach. 2) Richard is submitting a copy of his monthly "daily ledger" to API for review. API accounting feels this may provide needed documentation to allow continued "travel advance" contracting for Irons T&E expenses. I personally believe this to be true, and "keep it the same" to be the best course of action for the Consortium with regard to the T&E contract. Best Regards - Bruce. ***** Bruce M.
