Chairman Moody called the meeting to order at i;:15 P.M. and stated that Mr. 3rainerd had been properly authorized to represent his company at this meeting. 2. The minutes of the last meeting were presented for reading. On motion by Mr. Scowcroft, seconded by Hr. Morris, it was voted to omit. 3. The Financial Report was presented by Mr. W.F. Brainerd on behalf of Treasurer Kuzmuk. Mr. Brainerd stated that two Associate Members (Turner Bros.Asbestos Co.,Ltd.;and Ferodo) had not as yet paid their 1971 dues, and that both of these companies had been rebilled. In connection with disbursements for the four month period since the January 11th report It was mentioned that same are at an annual rate in excess of.income by a substantial amount. On motion by Mr. Scow croft, seconded by Mr. Whittaker, it was voted unanimously to accept the financial report dated May 10, 1971. A copy is attached. Mr. Brainerd referred to the arrangement for the Annual Audit to be made Just prior to the fall meeting and said that Treasurer Kuzmuk would have this made by Mr. Robert E. Jeffery, Controller, Garlock,Inc L|.. Mr. Moody raised the question of dues for the year 1972, i.e. whether the special discount of 20 applicable to 1971 dues should be discontinued. Mr.E.A. Morris commented that despite the anticipated invoice of approximately $1200.00 for printing of the 25M Health Safety Practices folder that the Institute still would have more money in reserve than was normal for an association, and moved that the special discount of 205* on member's dues for 1971 be continued for the year 1972. Motion seconded by llr.Scowcroft, and so voted unanimously. 5. Chairman Moody appointed llr.E.A.Morris as Chairman of the Nomin ating Committee to present a slate of officers for election at the Annual Meeting next fall. Also, nominees for replacement of committee chairmen whose two year terms expire at that time. Page -1 Minutes - Board of Governor's Meeting - continued:- 2- 6. Mr. Moody said that two committees (Technical and Fiber Testing) would have new chairmen appointed at the next meeting. There was a brief discussion in reference the Fiber Testing Committee:- Mr.Moody saying that it would be desirable if one of the Associate Members in Canada would supply a chairman, as that committee would probably undertake the revision of the Fiber Test Manual very soon, and the mining companies were the ones who would assume the expense of either a new edition or a supplement to the present (2nd) edition. There was general agreement with his thinking but no suggestions were made as to specific individuals for chairing either of the two committees. Mr. Moody will pursue this matter before the next meeting. 7. Mr. Moody called attention to our new Associate Member, the MUTUFACTURAS MULTIPLES S.A..Caracas, Venezuela 8. Mr. Scowcroft raised the question cf whether A.T.I. or anyone else was in position to answer questions relating to hazards associ ated with asbestos,i.e., to give specific answers. This problem was discussed at some length. Mr. Morris referred to the numerous articles adverse to asbestos that ha^e appeared in various news media. 9. The Secretary reported that the printing of one thousand copies of the instruction booklet entitled "Measurement of Airborne Asbestos F5.ber by the Membrane Filter Method" had been completed, and the total cost was 3Ij.67.27. This was $25.27 more than the quotation of $)|J|?.OQ due to editorial changes and corrections to proof sheets. 10. Discussion period with committee chairmen (a) Asbestos Advisory Committee - E.A. Morris, Chairman. Mr. Morris referred to the newly printed folder sponsored by his committee entitled:- "Recommended Health Safety Practices for Handling and Fabricating Asbestos Textile Products" and said that 25 M copies were printed at a cost of approximate.ly $1200.00, and this was paid by A.T.I. All of the folders were distributed among the seven Reg ular Members of the Institute with the exception of 1650 copies in reserve at the Institute office. The Asbestos Magazine has promised to give the folder mention in an early edition, and the idea of try ing to get wider publicity is to be discussed at the coming meeting of his committee. Whether or not this wider publicity would be L considered desirable by the new Asbestos Information Association/NA will be cleared with them before proceeding. (b) Air Hygiene & Manufacturing Committee - H.H. Walter, Acting Cbm. Mr. Walter, substituting for Chairman Willingham, reported on the experience of ATI Members in using the Bausch & Lomb Dust Counter purchased by ATI in 1967 at a cost of approximately 3i4.8OO.OO. He stated that the instrument was good for monitoring, gave a permanent record (graph) and is not subject to human error. It is not a substitute for the Membrane Filter Method, and there is no correlation of results with the Membrane Filter Method, and there is no necessity for correlation. He recommended that the the B 4c L Dust Counter should be kept for use of ATI members,i.e. not disposed of. Mr. Moody said that the B&L Dust Counter did clog up under certain Minutes - Board of Governor's Meeting - continued:- Page -3- conditions. This, lir. Walter admitted, but said that the technician can take care of it. Mr. Walter mentioned that the new instruction booklet on the Membrane Filter Method is now available, and that work on same had been initiated during his tenure as Chairman of the Air Hygiene k. Iifg. Committee. Mr. Scowcroft said he thought it would be desirable to have names of Independent Laboratories capable of making Membrane Filter tests for airborne asbestos fiber(dust). In this connection Attorney Roosevelt commented that we must be careful to include all indepen dent laboratories that were qualified. Said there was an association of testing laboratories, and he will look into it and give the Secretary the address for distribution to members. (Subsequently he has supplied the address, namely:- The American Council of Indepen dent Laboratories, 1026 17th St.,N.W..Washington,D.C. 20036.) (c) Fiber Testing Committee - D.E. Childers, Chairman. lir. Childers stated that the 2nd Edition of the manual entitled:"Testing Procedures for Chrysotile Asbestos Fibre" was in need of revision, and that Hr. Marcel Cossette, Secretary of the QAHA Tech nical Committee had been so kind as to supply specific recommenda tions as to many of the changes and additions needed. Mr.G.F.A. Brink who accompanied Hr. Childers to this meeting with the Board, said that so far as his company (Asbestos Corp.Ltd.) was concerned it would be preferable for the A.T.I. and its Fiber Testing Committee to again take the initiative in revision of the manual, as it had done with the 1st and 2nd Editions, published in 1962 and 1966 re spectively. It was agreed that the QAHA would be contacted to find out if they wanted ATI to undertake the project. (d) Technical Committee - S.G. Dixit, Chairman Mr. Dixit said they hoped to complete the work of revising ASTM Spec ification D-11I8, Test for Magnetic Rating of Asbestos, at this meet ing as Messers Nicodemus, Dr. Scroggie, and P.J. Smith would be present to assist. While two tests are still missing, they will pro pose that ASTM approve the revision without same, as they have to establish a "variant" thru tests at various member's plants anjC this is time consuming. The specification can be amended later, once the tests have been made, which may be one or two years in the future (e) Environmental Health Committee - C.L. Sheckler, Chairman. Mr. Sheckler was unable to attend the afternoon Board meeting, but planned to report on the activities of his committee following the ATI Dinner on Wednesday evening, in lieu of his usual report to the General Meeting on Thursday which he would not be able to attend due to a schedule conflict. (Note:- Mr. Sheckler did give his talk on Wednesday evening following the ATI Dinner, and then introduced Mr. Wm.P. Raines, Secretary of the newly organized Asbestos Infor mation Association of North America (AIA/NA) Minutes - Board of Governor's Meeting - continued:- Page -Ij.- 11. Locations for future meetings:- Approved locations and dates are:- October 6-8, 1971 - Savannah Inn tc Country Club, Savannah,Ga. (Firm) February 2-3, 1972 - The Mills Hyatt House, Charleston,S.C. (Firm) June 7-8, 1972 - Key Bridge Marriott Hotel, Washington,D.C. Sept.27-29, 1972 - Open Due to conflict with a QAHA meeting set for Oct.3-6,1972 our normal meeting dates of Oct. l;-6 in that year are not desirable. The follow ing week has a holiday in both the USA and Canada, so it was decided to hold our ATI meeting September 27-29, 1972. The location was not decided but there appeared to be a general feeling that we should consider Cape Cod, or Marion, Massachusetts. Mr. Roosevelt Is to make 3ome inquiries in respect to Cape Cod as he is familiar with that area, and will advise the Secretary of possible locations. 12. There being no further business to come before the Board the meeting was recessed until the 7 OO A.H. breakfast meeting on the next morning. The breakfast meeting was devoted to a general discussion of the talk given by Mr. Wm.P. Raines, Secretary of the newly organised Asbestos Information Association/North America, on the previous evening. It was agreed that Mr.Raines made a very good presentation, and that the use of the slides shown during his talk was a valuable feature. The breakfast meeting adjourned at 6:30 A.M.
