Petty Officer Plowman accepted the report. I told him that at 11:40 P.M., April 14, 1982, a rupture disc on a PVC polymerization reactor failed prematurely^ and 366 lbs of vinyl chloride was released into the air. He asked what was done to stop the release. I told him that the relief valve above the rupture disc reseated itself, which stopped the release. There was no damage to life or property. He asked if any other agencies had been contacted. I told him that no other agencies had been contacted yet. 1 Weather conditions on April 14 at 11:00 P.M. were as follows: Barometric pressure: 30.08 in.
