I. Introduction
On January 18, 2023, a CAA Asbestos NESHAP Inspection was conducted at the John Fitch Elementary School located at 101 Greenbrook Dr., Levittown, Pennsylvania.
a. Summary of Site / Facility
The John Fitch Elementary School is a located in Levittown, Pennsylvania. The John Fitch Elementary School was part of the Bristol Township School District. The school closed in 2021. The site will be developed after the former school is demolished.
b. Entry and opening conference
EPA Region III Inspector Richard Ponak and Pennsylvania Department of Environmental Protection Air Quality Specialist, Sydnee White arrived at the facility at approximately 8:30 am on January 18, 2022, for an unannounced inspection. Upon arrival, Inspector Ponak presented credentials to Bob Leitenberger, an Environmental Consultant for Finog-Environmental. Inspector Ponak explained to Mr. Leitenberger that it was a Clean Air Act Asbestos NESHAP inspection. Inspector Ponak informed Mr. Leitenberger that it was a "For Cause" Inspection. Inspector Ponak informed Mr. Leitenberger that EPA received a tip/complaint regarding improper asbestos removal practices occuring at the site. Mr. Lietenberger informed the inspectors that Safe Side Environmental(SafeSide) was removing asbestos containing pipe insulation in the first-floor hallway.
II. Site / Facility Walkthrough
The inspectors proceeded to the first-floor hallway, where Safe side was working. Inspector Ponak put on personal protective equipment (PPE) and entered the work area to observe the asbestos removal work practices. Inspector Ponak observed the Safe Side crew removing pipe insulation, by the glovebag method. Inspector Ponak observed the Safe side crew using adequate amounts of water during the removal. All Regulated Asbestos Containing Materials were adequately wetted. The SafeSide crew were all wearing proper PPE. Inspector Ponak observed that the work area was properly enclosed and under negative pressure. Inspector Ponak left the work area through the decontamination chamber. Inspector Ponak removed PPE and properly washed equipment. Inspector Ponak then proceeded to the all-purpose room to observe
the work that had been completed. Inspector Ponak observed all mastic and floor tile had been properly removed.

IV. Closing Conference
At the conclusion of the inspection, Inspector Ponak met with Witold Gosek, the Supervisor for Safeside Environmental. Inspector Ponak asked Mr. Gosek to see his asbestos supervisor license. Mr. Gosek provided his supervisor license and the crew's worker licenses. Inspector Ponak reviewed the licenses and recored the license numbers. Inspector Ponak informed Mr. Gosek that the SafeSide crew was using proper work practices and that all asbestos was adequately wetted. Mr. Gosek informed Inspector Ponak that he believed another asbestos removal company had filed the tip/complaint. Inspector Ponak asked Mr. Gosek if there was any asbestos waste in the dumpsters. Mr. Gosek stated all the waste from the rest of the project had left the site. Inspector Ponak asked Mr. Gosek if there were any questions and the inspectors left the site.
