Action Plan for ASU Conversion And Pond Bioremediation
The following summarizes the action plan that was developed at the February 5, 1990 meeting with LCCC Personnel, R&D, and PED regarding the VCM ASU Conversion and Pond Bioremediation.
1. R&D will investigate the technical aspects of sending
the spent caustic stream to the VCM ASU.
They will
evaluate the effect this stream will have on a) oxygen
demand, b) potential H2S exposure and c) pH shock to the
secondary system.
2. Curt Watson will follow-up on potential customers for the spent caustic stream with the Business Area. LCCP will continue to pursue disposal avenues for this stream.
3. R&D will also evaluate and attempt to predict the oxygen demand that the new feed streams will place on the ASU. Sue Rey will coordinate the design and implementation of additional mechanical aeration equipment needed to satisfy the new oxygen demand and disperse the basin solids.
4. Mechanical engineering needed to implement hydraulic reduction projects at LCVCM will be provided by GED or LCCP, depending on manpower availability. Sue Rey will define the VCM plant needs.
5. R&D will continue to develop a bioremediation plan to
remediate basin and ponds below TC limits. LCCP will
isolate one-half of the LCCP stormwater pond by April for
remediation work to begin. The LCCP lagoons cannot be
closed for remediation at this time.
However, R&D
discussed- using temporary partitions in the lagoons to
isolate sections for remediation. This concept looks
promising.
LCCP agreed to provide an engineer to coordinate with R&D on bioremediation efforts.
6. The LCCP holding pond and sand filters will probably be cleaned of solids through the plants belt filter press. However, if remediation techniques look promising, they could be applied to these facilities also.

7. It was reaffirmed that all TC streams need to be piped to the VCM ASU in the June - July, 1990 time frame. This is necessary so bioremediation can proceed without contamination from new wastes.
8. The next meeting will be held at 1Qioo a.m. on Tuesday, March 6th at LCCP. The objective of that meeting will be to review the environmental contractor's bioremediaton plan and hear what has been learned about spent caustic stream options and ASU oxygen requirements.
