Sanborn visited the MJ Goetz Bonding, LLC oil and gas facility located at latitude 36.765873 and longitude -96.929253 near Pawhuska, Oklahoma on 10/30/2019 for an unannounced inspection. There were no representatives of MJ Goetz Bonding, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is the Nebraska Street lease. Section II - OBSERVATIONS I observed oil staining inside the secondary containment area. There was old surface damage east of the tank battery as well, indicating a historical produced water (brine) discharge from the tank battery outside of the containment area. A sump pump had been installed. The secondary containment berms were inadequate. The fence around the tank battery was down on the east side. There was no identification sign on the tank battery. Section III - AREAS OF CONCERN There was surface damage outside the facility and oil staining was present during the inspection. The secondary containment berms were inadequate, and the tank battery fence was down. And there was no identification sign at the facility. Section IV - FOLLOW UP EPA will conduct a follow up inspection in approximately 3 months and water enforcement will refer this facility to the SPCC program. Section V - LIST OF APPENDICES N/A 2
