Howell dated July 26, 1984 concerning the industrial hygiene program review schedule and the visit to the Port Arthur Plant (PAP). A one day review of PAP's program did indeed show that the indus trial hygiene program has matured over the last several years. This has allowed the program to change from one of a reactionary or firefighting phase to one of expanded industrial hygiene and training services.- But, this preliminary review should not be construed as being suggestive of overall exemplary performance. We do feel that a more comprehensive review of PAP should be conducted in the future to confirm the effectiveness of their program. Howell Please refer to the attached and our 5/29/84 memorandum concerning visits to each refinery for the purpose of evaluating industrial hygiene and health activities. A tentative schedule of the plant visits is attached. Each Plant will be included in the comprehensive review. Reports will be provided to the respective Plant managers following each visit. A summary report will be provided for your use upon completion of the program evaluations. Port Arthur Plant was visited July 13. The Plant has a thorough and well developed health and safety program. The development of compliance programs and training aids by Port Arthur Plant is commendable.
