None of these is vital, hut you could be confident that I would make some editorial suggestions. You can take them or not as you choose. You may not like my use of "recommended for "approval" in relation to the role of the U.3. Public Health Service. I am convinced, however. tiu this is a wise move, for ft will be more to the liking of the Surgeon General. I hardly think it will excite comment or question from Tidewater or within the petroleum industry, and it has the virtue of not stretching the legal authority of the Public Health Service. I know that this is a significant feature of the present policy of the Public Health Service, and therefore I am much firmer in my belief in this euitorial change than I am in any other.
