There is some additional information that you might have interest in reading. I have included last year's Senate testimony before HSGAC which specifically addressed the deficiencies in EPA's rulemakings. While it addresses procedures it also discusses how the deficiencies result in poor quality regulations. This one should be worth the read. Also attached is a pdf of the Executive Summary of Administrator Reilly's "Reducing Risk: Setting Priorities and Strategies for Environmental Protection." One of the most thoughtful documents produced by EPA and worth a read.
