Discussions with the state continue to progress well. I believe we have conceptual agreement on the use of the Banks Pumping Plant if required for CVP participants to realize benefits of the tunnels. (Kern County Water Agency has yet to give final approval of this agreement, but I expect it will ultimately approve the plan.) Reclamation staff continue to work diligently to finalize the cost recovery plan for CVP participation, and I am informed the biological opinions will be released at the end of this week.
