Ware September 20, 1985 SAFETY SYSTEMS REVIEW VCM AND NATURAL GAS PIPELINES A survey of above-ground VCM and natural gas pipelines was conducted to identify areas that might need additional guard posts/rails to protect the lines from railroad or road vehicle mishaps. The following changes are planned: VCM Unloading Area VCM vapor and liquid lines run under the west VCM lead. The lines run vertically from the unloading rack to grade and extend outside of the unloading rack support beams. Guardrails should be installed on the vertical support beams on both sides of these lines. VCM Tank Farm Railroad Crossing The VCM vapor recovery and sphere and bullet transfer lines parallel the railroad track before going underground at the subject road crossing. These lines are essentially unprotected from the road crossing north to where adequate stanchions might protect the lines from a railroad or road vehicle mishap. Additional guardposts and rails should be installed to protect this area. The bullet transfer line should be cleared and blinded. West Road South The subject paved road immediately east of the contractor shed deadends at the east-west road running by the new vinyl control room. Guardposts should be installed on the north side of the east-west road to protect the VCM vapor recovery and liquid lines should a vehicle lose control at this intersection. Pipeline Crossing at New Vinyl Control Room The vinyl lines at this crossing travel under the road and are protected by guardposts which are inadequate. Heavier guardposts should be installed at this location. ABD00314133 John Friend 9/20/85 Safety Systems Review Page 2 Main Natural Gas Line in Air Compressor Area The subject line comes out of the ground near the air dryers and is unprotected in a heavy forklift traffic area. Guardposts and rails should be installed to protect this line. Fluid Bed Dryer Natural Gas Manifolds These manifolds are at grade in a paved area frequently traveled by forklifts. Some protection should be installed in this area. By copy of this letter to C. R. Snowden, it is requested that a schedule be established for installation of these guardposts/ rails. -- J. W.
